石油産業より利益が大きい「現代の奴隷労働」

信じ難いことだが、金儲けのために人間を奴隷にしたり、少女を性的に搾取したり、子供たちに過酷な労働を強制したりする人たちは現代にもたくさんいる。

こうした「強制労働」がどの程度広まっているかを知ってもらうため、国連機関である国際労働機関(ILO)は、世界の強制労働に関する報告書(PDF)を5月20日付けで発表した。

強制労働の被害者の数は世界中で2100万人

強制労働者の半数以上が女性と少女で、26%は子供たちだ。

強制労働による利益は年間1500億ドル

この額がどれほど大きいかを理解できるように、タバコ業界、Google、大手石油会社、およびアメリカの銀行業界の年間利益と比べてみたのが下の図だ。

強制労働は先進国でも多い

強制労働から最も利益を上げている地域は、アジア太平洋地域の518億ドルだ(「現代の奴隷」の数が世界で最も多い国はインドで、幼年婚や人身売買を含めて1330~1470万人にのぼる(日本語版記事)。だが、「先進国および欧州連合(EU)」も僅差で第2位となっている(以下の図)。

ただし、被害者1人あたりで見ると、圧倒的な利益を上げているのは先進国だ。

強制労働から得られる利益の大半は、性的搾取によるものだ。

性的搾取は、現在見られる他の形の奴隷労働と比べて、約6倍の利益を上げている。

ただし、数の上では被害者の大半が一般労働者だ。

以下の図でわかるように、被害者の22%は性的搾取関連で、68%は一般労働者だ(利益の66%は性的搾取関連)。強制労働者はほぼあらゆる業界に存在するが、特に集中しているのは、農業、林業、漁業、建設業、製造業、鉱山業、公益業、および家庭内労働だ。

強制労働は被害者だけの問題ではない。

強制労働のおかげで、諸国の政府も数十億ドル規模で税金を徴収し損ねている。また、労働者に対して適正な賃金を支払う企業は、不正な労働を利用する企業が提供する低価格の製品やサービスと競争することを余儀なくされている。

ILOの言葉を借りれば、強制労働は「少ないリスクで大きな利益を上げられる業界」であり続けている。つまり、現時点では、強制労働への関与によって得られる利益はリスクをはるかに上回っている。

現在の状況を本当に変えるには、強制労働への関与によって得られるリスクが、利益をはるかに上回るようにならなければならない。そのためには大規模な法的措置がとられるしかないだろう。
