舛添要一知事「自転車レーン整備」「365日ホコ天」に意欲的

東京都知事に就任した舛添要一氏が、自転車レーンの整備に意欲的な姿勢を見せている。

舛添氏は2020年までに自転車レーンの整備計画を120kmに伸ばす方針を示し、2月18日に発表した新年度予算案で、調査費など2000万円を計上した。

自転車レーンは車道に専用区域をつくるほか、歩道を歩行者用と区分けする。都は都道2155キロのうち20年までに109キロ区間で整備する計画があるが、都心部を中心に120キロに増やす。総事業費は約60億円の見込み。15年度も改めて予算を確保し、レーンの距離をさらに伸ばす考えだ。

自転車レーンの整備は、2014年2月の知事選でNPO「自転車活用推進研究会」が公約化を求めていた。

同NPOは「新都知事とつくろう、TOKYO自転車シティ」と題したキャンペーンを展開した。ネット上での署名集めのほか、立候補者に「①車道上の自転車レーンを軸とした自転車走行空間ネットワーク②街なかに分散設置された多様な駐輪スペース③都心全域を網羅するシェアサイクル」の公約化を求め、舛添氏を含む6氏が回答した。

舛添氏はいずれも「公約はしないが趣旨に賛同し、当選したら実現に向けて努力する」と回答し、「東京オリンピック・パラリンピックの開催も見すえ、もっと便利で、もっと安全で、もっとクリーンで、もっと魅力の高い都市に東京をしていくために、自転車を活用していきます。」と回答している。同NPOの小林正樹さんはハフィントンポストの取材に「すでに公約を確定して発表したあとの回答としては満額回答に近い」「初めて自転車施策に重点的に取り組む知事が誕生するはずです」と話していた。

舛添氏は就任後初の記者会見でも、自転車レーンの整備に意欲的な姿勢を見せている。

私はずっと、いろんな国で、特にヨーロッパで生活しましたけども、東京の問題点の1つの大きな、最大の問題の1つは交通体系だと思ってます。(中略)自転車の活用は非常に遅れていて、私のやりたいのは、ヨーロッパの先進都市のように、歩道と自転車専用道と自動車専用道の3種類が併設して動いていると。そうしますと、実を言うと、これをやると、無駄な道路についても、おっしゃる指摘に対する答えにもなるのは、例えば、40度近い灼熱の、しかもヒートアイランドになる都心でマラソンランナーを走らせるのかなって。私も陸上競技の選手だったけど、自分だったら嫌だなと思います。そうすると、選手村もそうなんで、だから、ああいうところはもう、無公害の電気自動車とか、できたら自転車を活用したい。ところが、もう自転車専用道路なんて、これぐらいの幅しかありませんね。そういうことを含めて、全交通体系を見直す中で3環状圏央道・外環道・中央環状線)の問題も考えたい。

また、メディアへの寄稿では2020年の東京オリンピックを見据え、「ストックホルム並み」にしたいとの目標も述べている。

自転車の活用を推進するために、様々な手を打ちたいと思っている。東京は、他の先進国の大都市に比べて、自転車専用レーンの整備が遅れている。スウェーデンのストックホルムは、私の好きな都会の一つであるが、歩道、自転車道、自動車道と、しっかりと分けられており、それぞれが交通ルールに則って、整然と通行している。日本のように、自転車が逆走したり、信号を無視したりすることはない。東京でも、少しずつ自転車レーンが開設されつつあるが、幅も狭いし、距離的にも短い。是非とも、2020年までにはストックホルム並にしたいと思っている。

自転車には、大きなメリットがある。個人にとっては、初期投資として自転車購入代金はかかるが、人力なのでガソリンは不要であり、通勤費用が節約できる。また、排気ガスが出ないので環境保全にも役立つ。それは、2020年大会で、ヒートアイランド現象になるのを防ぎ、最高の競技コンディションを保つのに貢献する。また、大地震などの災害のときに、自転車は、自宅に帰るための足の役割を担ってくれる。3・11の直後、帰宅困難者が続出したのは、公共交通機関の運転停止もあるが、車で道路が大渋滞になったからである。

舛添氏は自転車レーンの整備にとどまらず、歩行者天国の拡大して「365日ホコ天」にするなど、従来の交通政策を転換する姿勢を見せた。

舛添知事は、銀座や新宿などの繁華街で、週末や祝日だけ行われている歩行者天国を毎日行うなど、大胆な車両進入規制を行い、都心部に入る車を減らす構想も明かした。

舛添知事は「銀座4丁目の『ホコ天』がありますね。新宿だと、歌舞伎町とか、デパートがたくさんあるところ。ただ、物流に問題がないように、緊急なときに問題がないようにしながらですけど。交通網の一大改革をやることが、オリンピック・パラリンピックを成功させる大前提だと思う」と語った。

舛添氏の方針を、推進してきたNPOは歓迎する一方、Twitterでは「渋滞が増える」と懸念する声も聞かれる。

With the Olympics and World Cup around the corner,\nRio de Janeiro is looking to expand its cycle system after putting in tracks along the Copacabana beach in the lead up to the Rio Climate Summit in 1992. The city now has a modest network and to insure greater safety for cyclists is increasing the number of lanes.\nAccording to the city municipal planning, which performs bicycle path network expansion, there will be 30km of new bike paths and bike lanes this year, 40km in 2014, 50km in 2015 and 30km in 2016, for a total of 150km, and investments that are expected to reach R$98.65 million.

Japan is, of course, no stranger to the bicycle. 15% of the population ride bicycles for transport and the national government has a goal of 25%. Some cities have built fully-protected lanes on some of their busiest streets, modelled on the Copenhagen cycle tracks. Japan also has a complex series of cycling laws, which, although being quite difficult to work out, are intended to enhance safety for everyone on the road.
