日韓「強制労働」巡り玉虫色の解釈 世界遺産登録でせめぎ合い

「明治日本の産業革命遺産」の世界文化遺産への登録が決まった7月5日のユネスコ世界遺産委員会では、日韓両国が「強制労働」の文言を巡って最終盤までせめぎ合い、最後は日韓で玉虫色の解釈を残して折り合った。

「明治日本の産業革命遺産」の世界文化遺産への登録が決まった7月5日のユネスコ世界遺産委員会では、日韓両国が「強制労働」の文言を巡って最終盤までせめぎ合い、最後は日韓で玉虫色の解釈を残して折り合った。

世界遺産委員会の審議で、日本政府代表は以下のように述べた。

"Japan is prepared to take measures that allow an understanding that there were a large number of Koreans and others who were brought against their will and forced to work under harsh conditions in the 1940s at some of the sites,"

この中で使った"brought against their will and forced to work"(意思に反して連れてこられ「働かされた」、または「働くことを強制された」)という表現を巡り、日韓双方は審議終了直後から、解釈の違いを表面化させた。

岸田文雄外相は世界遺産登録を受けた会見で「強制労働を意味するものではない」と述べ、以下のように説明した。

この発言は,これまでの日本政府の認識を述べたものであり,1965年の韓国との国交正常化の際に締結された日韓請求権・経済協力協定により,いわゆる朝鮮半島出身者の徴用の問題を含め,日韓間の財産・請求権の問題は完全かつ最終的に解決済みであるという立場に変わりありません。この点,外交上のやりとりを通じ,韓国政府は,今回の我が国代表の発言を,日韓間の請求権の文脈において利用する意図はないと理解をしています。なお,我が国代表の発言における「forced to work」との表現等は,「強制労働」を意味するものではありません。

一方で韓国の聯合ニュースは、匿名の韓国政府当局者が取材に対し「『意思に反して』『過酷な条件で労働』という2種類の表現は、誰が見ても強制労働と当然に解釈できる」と話したと伝えている。

朝日新聞デジタルによると、韓国側は6月下旬、日本側に審議で発言する予定の概要を開示したが、"forced labor"(強制労働)という言葉を使っていたことに日本側が態度を硬化させたという。首相周辺が「強制労働」という言葉に「ナチスドイツの強制労働と同一される」という懸念を持っていたと伝えている。

日本政府は「強制労働」という表現の削除を要求。応じなければ、日本も徴用工に触れる発言を撤回すると迫った。さらに韓国の説明で65年の請求権協定に言及するようにも要求した。これには韓国も「どのように発言するのかは我々の自由だ」と猛反発した。

審議を1日遅らせるほどの激しい交渉の末、韓国は審議での発言で、徴用工の説明について、「強制労働」を使わず、日本の説明を引用する形で落ち着いた。一方で、日本は、韓国が自国で説明する際、「強制労働」のニュアンスを強調することは黙認した。日韓両政府の関係者は「お互いの立場を変えないまま折り合える唯一の方法だった」としている。
