衆議院で可決されて、参議院に送られた安全保障法関連案は、日本だけではなく、徐々に世界中の人に注目されつつあります。このような問題の場合は、賛否がはっきりしている場合が多いので、英語では大袈裟な表現が多くなりがちですが、そのような状況で使われる言葉が興味深く、勉強になると思います。

military-industrial complex

「軍産複合体」または「軍産共同体」の意味。アメリカの故ドワイト・D・アイゼンハワー元大統領が1961年1月17日の退任演説でこの言葉を使ってから有名になったものです。ウィキペディアは、「軍需産業を中心とした私企業と軍隊、および政府機関が形成する政治的・経済的・軍事的な勢力の連合体を指す概念である」と定義しています。なお、アイゼンハワー元大統領は1960年6月、安保闘争のあおりで訪日を中止。当時の岸信介首相が混乱の責任をとって辞任しました。

「権力のおごり」の意味。

on the cusp of

「〜の最前線で」「〜の変わり目で」の意味ですが、この場合は、「〜の直前で」として使われています。

drive through

一般的に「〜を自動車で通り抜ける」等の意味ですが、この場合は、強引さを強調する意味合いで使われているので、"drive through a red light"(「赤信号を無視て通り抜ける」の用法に近いと思います。したがって、「11の法案を強引に可決しようとしている」ぐらいが適訳ではないでしょうか。

「よだれを垂らす」の意味。

legislation without representation

「代表なき立法」の意味。アメリカの独立戦争が起こった一つの理由は、イギリスの"taxation without representation"(「代表なき課税」)とされていますが、その言葉をもじったものでしょう。

at its worst

一般的にこの節は、"~ is at its best ~, at its worst ~"のように使われることが多い。「〜が良くて〜で、最悪の場合〜となる」の意味。

軍産複合体は、日本にその最も緊密な同盟国であるアメリカの軍事負担を共有させようと渇望しています。先般、日本は、北大西洋条約機構(NATO)のミサイル共同開発への参加に関心を示しました。こうした態度は日本の「普通の国」化とシームレスに繋がっており、これは世界の安全保障を揺るがすものと私たちは懸念します。

日本とアメリカをまたぐ学者として、私たちは安保法制に反対し、何が起きているか分からない人には、現状を知るよう求めていきます。これは「代表なき立法」であり、さらに言うならば、専制支配に足を踏み込むものとも言えます。
