巨額の建設費をめぐって白紙撤回された新国立競技場。8月14日、「観客席のみ屋根付き」「競技機能に絞る」「大会後に民営化」など8項目を盛り込んだ、白紙見直し後の基本方針を政府が発表した

これを受けて同日、白紙撤回されたデザインを手がけたイラクの建築家、ザハ・ハディド氏の事務所「ザハ・ハディド・アーキテクツ」(ZHA)のプロジェクト責任者が、ハフポスト日本版にメールでコメントを寄せた。

コメントでは「今回の基本方針を歓迎する」としつつも、ZHAによるデザインを捨てて白紙撤回するのは、さらなる建築費の高騰と質の低いスタジアムを招くとして批判。この2年間、設計に携わってきたZHAと協調して新計画を進めるべき、と主張している。

ZHAの新国立競技場プロジェクト・ディレクターのジム・へバーリンは、以下のように述べています。

ZHAは、コスト削減のための新しい入札方式を歓迎します。そして、これまでのデザインを基に入札額が決められ、デザイン修正を行えば、コスト削減ができると考えています。これまでのデザインを基にすれば、より正確な見積が可能で、日本国民の皆さんに、同じ値段でもより高いクオリティと耐久性、そして長期間に渡ったサステナビリティを提供できるでしょう。私たちのデザインは最もコンパクトで、この敷地に合った効率的なスポーツ・スタジアムです。定められた価格に応じて、レベルを維持したまま、ここからさらにコスト削減しより効率的にすることも可能です。これまでの計画を捨ててしまうのは、さらなる建築費の高騰を招き、慌ててつくったデザインは、低いクオリティのスタジアムと、さらなる工期の遅れにつながります。

私たちは、安倍首相にすでに提案を送っており、返答を待っています。日本政府と日本国民がこれまで投資してきたものを活用すれば、少しの変更を加えるだけで、今日、発表された政府の定める条件を満たすことができます。

私たちが2年間かけて設計した高品質なデザインを、ゼネコンが慌てて作ったデザインで置き換えるのは危険です。2020年の大会後の活用も危ぶまれる、お粗末なスタジアムになり、コスト効果も今ある私たちのデザインに手を加えたほうがはるかに優れています。

ZHAは、2012年ロンドンオリンピックのアクアティクス・センターのコンペで優勝した後、デザインビルド方式によって建設会社と協力し、極めて魅力的な会場をオリンピックに間に合わせ、さらに何世代にもわたって使えるものを、工期内・予算内で提供しています。

Jim Heverin, Project Director of the New National Stadium, Zaha Hadid Architects said:

“Zaha Hadid Architects welcome a new bidding process to reduce costs and we recommend that prices from bidders are based on the current design with the option to propose changes to achieve cost savings. This will ensure the price from bidders will be accurate and the Japanese public will get value for their money in terms of quality, durability and long term sustainability. The design is the most compact and efficient sports stadium for the site, and this design can be modified to achieve further efficiencies in areas and cost savings whilst retaining the level of detail that is necessary to define an accurate price and value for money. Not proceeding with the current design risks increased construction costs or a rushed design resulting in a low quality stadium due to further delays.

We are awaiting a response from the Prime Minister to our offer to develop the selected and approved design, utilising the significant existing investment made by the Japanese Government and people, to meet the slight changes to the requirements announced today.

The dangers of replacing two years of high-quality design work with a rushed design led by a construction contractor are a Stadium of poor quality that requires major conversion after the 2020 Games and is no more cost-effective that simply adapting the existing design.

After winning the design competition for the London 2012 Aquatics Centre, Zaha Hadid Architects worked through a design-build contract with the construction company to a revised brief, successfully delivering the extremely popular venue on time and budget for the 2012 Games and for many future generations of Londoners.”
