ドゥテルテ・フィリピン新大統領が就任「麻薬犯罪者は射殺」に自首殺到

新大統領、ロドリゴ・ドゥテルテ氏が6月30日に就任したフィリピンで、何千人もの麻薬常用者や密売人らの自首が相次いでいる。ロイターなどが報じた。ドゥテルテ氏は、麻薬犯罪撲滅のため、警察官が麻薬密売人を見つけた場合「殺害すれば報奨金を支払う」と表明しており、恐れた人々が警察署などに殺到したという。自首した常用者は、自治体のリハビリ施設を利用できる。

フィリピン紙のデイリー・インクライアラーによると、ドゥテルテ氏は、直ちに殺害が必要な理由について、麻薬密売人らは他の犯罪に関わる可能性が高く、治安悪化の原因になることに加えて、収監するための刑務所施設が足りないことと話している。取り締まり当局は、フィリピン全土で300万人の麻薬中毒患者がいると推定している。

ドゥテルテ氏は検事出身。1980年代から断続的に20年以上にわたりダバオ市長をつとめ、治安対策に実績があり、自ら短銃を持ち薬物を取り締まる強硬な治安対策から米刑事映画の主人公「ダーティハリー」にも例えられる。選挙戦では、治安回復と汚職撲滅などを掲げ、強い指導者像をアピールした。一方で、東南アジア諸国連合(ASEAN)内でも屈指の成長率を実現したにもかかわらず、貧困層の生活は向上しなかったとしてアキノ前政権を批判。既存の政治に不満を持つ有権者から幅広い支持を集めた

ドゥテルテ氏は「犯罪者は射殺する」「就任したら腐敗した官僚や警察は皆殺しにする」「水上バイクで中国の人工島に行って旗を立てる」といった過激な発言でも知られ、アメリカ大統領選の共和党候補指名獲得を確実にしたドナルド・トランプ氏に重ねて「フィリピンのドナルド・トランプ」とも呼ばれる。就任後は「午後1時から勤務開始する」との発言でも話題になっている。
