アメリカ国務省は3月5日、ロシアのプーチン大統領が「ロシア系住民の保護」を掲げてウクライナへの軍事介入を正当化していることを受けて、「プーチン大統領のウソ 事実と異なる10個の主張」と題する異例の反論を公式サイトに掲載した。

アメリカ国務省は3月5日、ロシアのプーチン大統領が「ロシア系住民の保護」を掲げてウクライナへの軍事介入を正当化していることを受けて、「プーチン大統領のウソ 事実と異なる10個の主張」と題する異例の反論を公式サイトに掲載した

国務省は、「ロシアは、ウクライナでの違法行為を正当化するために偽りの物語を紡ぎ出した。このような驚くべき小説がロシアから生まれたのは、ドストエフスキー以来だ。『2+2=5』という公式は、魅力的だが実在しない」と皮肉たっぷりに書いた上で、以下の10個のプーチン大統領の主張を「事実を無視したり歪曲している」と羅列した。抄訳は以下の通り。

■プーチン大統領のウソその1

「クリミアのロシア軍はロシア軍施設を保護するために行動している。クリミアのインフラや軍事施設を占領しているのは、ロシア軍ではなくクリミア市民の自警団だ」

事実: 高度に組織化された、クリミアの抗ウクライナ軍の心臓部がロシア軍であることを示唆する強力な証拠がある。これらの部隊は記章なしの制服を着ているが、彼らはロシア軍のナンバープレートが着いた車を運転している。海外メディアやウクライナ軍に対し「我々はロシアの治安部隊だ」と答えている。さらに言えば、一般市民が通常は利用できないような武器で武装している。

■プーチン大統領のウソその2

「ロシアの行動は、ウクライナとロシアの間で1997年に結ばれた友好条約の範囲に含まれる」

事実: 1997年協定はウクライナの領土保全をロシアが尊重するとしている。クリミアでのロシアの軍事行動は、ウクライナの領土保全と主権を明確に侵害している。

「反対勢力はウクライナのヤルコビッチ大統領と2月21日に合意を実現できなかった」

事実: ウクライナ中央議会の計画を打ち出した2月21日の合意は、ウクライナの憲法を2004年以前に戻るための法案を可決した。ヤルコビッチのやるべきことは24時間以内に制定する法案に署名し、ウクライナ危機に平和的に解決することだった。ヤルコビッチは大統領の職務を終える代わりに、彼の家を捨てて逃げて、家には大規模な破壊の形跡が残ることになった。

「ウクライナの政府は非合法。ヤルコビッチはまだウクライナの合法的なリーダーだ」

事実: 3月4日に、プーチン大統領は彼自身、ヤヌコビッチが「政治的将来を持っていない」という現実を認めていた。ヤヌコビッチがウクライナから逃げた後、自らの政党さえ、オフィスからの彼の撤回を確認し、新政府を支援することを票決して、彼に敵対した。ウクライナの新政府は、民主的に選ばれた議会の82%を占める371票を得て承認されている。

■プーチン大統領のウソその5

「これは人道的危機であり、数十万人がウクライナから逃れてロシアに亡命を求めている」

事実: これまでに、人道的危機の証拠は全くない。また、ウクライナから逃げる亡命者がロシアに殺到している証拠もない。ウクライナ国境警備兵と話すことによって調査した国際機関も、そうした主張を認めていない。国境線を取材したフリージャーナリストも、難民が殺到する様子を見ていない。

■プーチン大統領のウソその6

「ロシア人が脅威にさらされている」

事実: ロシアの報道とロシア国営テレビ以外には、ロシア人が脅威にさらされていることを示す報告hなあい。ウクライナ新政府は最初から平和と和解に重点を置いた。オレクサンドル・トゥルチノフは地域レベルでのロシア語の使用を制限する法案に署名することを拒否した。

「ロシアの基地が脅威にさらされている」

事実: ロシアの軍事施設は安全なままであり、ウクライナ新政府は、ロシアの拠点をカバーするものも含め、すべての既存の国際協定を順守することを約束した。それは、ロシアの軍事行動からの脅威にさらされているクリミアのウクライナの基地である。

■プーチン大統領のウソその8

「ウクライナ南部と東部の教会やシナゴーグに大量の攻撃が行われている」

事実: ウクライナにおいて活動的な国および国際的な宗教の自由主張者の宗教のリーダーは、教会に対する攻撃の出来事がなかったと言った。

■プーチン大統領のウソその9

「キエフの政治勢力はクリミアを不安定にしようとしている」

事実: ウクライナ暫定政府が結束して行動し、対話を求めてきた。ロシア軍は一方で、クリミアでの政治的な目標とインフラをつかむために自分達の基地を越えて移動している。

■プーチン大統領のウソその10

「ウクライナ中央議会は過激派やテロリストの影響下にある」

事実: 中央議会はウクライナで最も代表的な機関です。最近の立法はウクライナ東部の代表者から含めて、賛成多数で可決した。治安部隊との衝突に関与していた右翼国粋主義グループは、中央議会に代表を出していない。ウクライナ政府は、差別的政策を追求する指摘はないし、それらとは正反対のことをしている。
