米国トランプ政権の「エネルギー・環境」政策について⑴

米国トランプ政権は、2018年度(2017年10月~2018年9月)予算案の骨子"America First"をようやく発表した。

今回の予算案骨子では、下記"My Budget Blueprint for 2018"で掲げているように、2018年度の予算配分に関する基本的な考え方として、①国債の増発を伴わずに国防予算を最大限に増やすために、他の予算削減によって540億ドルを捻出すること、②メキシコ国境の壁の建設や国境の警備といった移民対策のための予算を増やすこと、③暴力犯罪や薬物乱用に対処していくための予算を増やすこと ---- などが挙げられている。

My Budget Blueprint for 2018:

  • provides for one of the largest increases in defense spending without increasing the debt;
  • significantly increases the budget for immigration enforcement at the Department of Justice and the Department of Homeland Security;
  • includes additional resources for a wall on the southern border with Mexico, immigration judges, expanded detention capacity, U.S. Attorneys, U.S. Immigration and Customs Enforcement, and Border Patrol;
  • increases funding to address violent crime and reduces opioid abuse; and
  • puts America first by keeping more of America's hard-earned tax dollars here at home.The core of my first Budget Blueprint is the rebuilding of our Nation's military without adding to our Federal deficit. There is a $54 billion increase in defense spending in 2018 that is offset by targeted reductions elsewhere.

今回の予算案骨子について、前年度との比較において予算配分の全体像を見ると、下の資料"Table 2. 2018 Discretionary Overview by Major Agency"の通りである。このうち、エネルギー政策に反映されると思われる項目に関して抜粋してみたい。

エネルギー省(Department of Energy(DOE))関連予算については、2018年度は総額280億ドルで、前年度比−5.6%(−17億ドル)。国家安全保障局(National Nuclear Security Administration (NNSA))関連予算については、核戦力の強化を図るために前年度比+11%(+14億ドル)としたが、他の予算については前年度比−18%(−31億ドル)とした。

下記のように、原子力発電所から出る使用済燃料の最終処分場の建設に関しては、2010年にオバマ政権が中止したネバダ州ユッカマウンテン処分場の建設計画に係る許認可活動の再開や中間貯蔵プログラムの開始のために1.2億ドルが計上された。

だが一方で、原子力や再生可能エネルギーの新規開発に対する融資保障措置("TITLE XVII INNOVATIVE CLEAN ENERGY LOAN GUARANTEE PROGRAM")などは打ち切られる。

  • Provides $120 million to restart licensing activities for the Yucca Mountain nuclear waste repository and initiate a robust interim storage program. These investments would accelerate progress on fulfilling the Federal Government's obligations to address nuclear waste, enhance national security, and reduce future taxpayer burden.
  • Eliminates the Advanced Research Projects Agency-Energy, the Title 17 Innovative Technology Loan Guarantee Program, and the Advanced Technology Vehicle Manufacturing Program because the private sector is better positioned to finance disruptive energy research and development and to commercialize innovative technologies.

<参考:原子力産業界の反応>

米国原子力エネルギー協会(Nuclear Energy Institute(NEI))のコースニック理事長は、今回の予算案について下記の通り、①ユッカマウンテン処分場建設計画と中間貯蔵プログラムの開始のための予算措置を講じることを賞賛する一方で、②研究開発予算が削減されることについて、ロシアや中国といった競争国に米国がリーダー的立場を譲り渡しつつあるとのシグナルを最もまずいタイミングで世界中に発信するとの懸念を表明するとともに、③原子力技術で米国がリーダー的立場を確保するには、強力な政策的支援や重要機関の欠員を補充する必要がある ーー などと述べている。

NEI President and Chief Executive Officer Maria Korsnick has praised the including of funding for a nuclear used fuel program in the president's proposed budget for 2018.

"The nuclear energy industry is encouraged by the news that the preliminary budget for the U.S. Department of Energy (DOE) includes funding to both re-start licensing activities for the Yucca Mountain nuclear waste repository and initiate a robust interim storage program,"・・・

"Reducing the nuclear energy research budget now would send a signal around the world that the U.S. government is ceding leadership to competitors like Russia and China, at exactly the wrong time."

Korsnick emphasized that American leadership in nuclear technology requires prudent policy support and filling vacancies in leadership positions at crucial agencies.

環境保護庁(Environmental Protection Agency(EPA))関連予算については、2018年度は総額57億ドルで、前年度比−31%(−26億ドル)とした。

火力発電部門からのCO2排出量の抑制を図る"Clearn Power Plan(CPP)"や、国際的な気候変動対策に係る予算は打ち切られる。これにより前年度比で1億ドル以上が節約される。

・Discontinues funding for the Clean Power Plan, international climate change programs, climate change research and partnership programs, and related efforts--saving over $100 million for the American taxpayer compared to 2017 annualized CR levels.

2001年以降のEPA関連予算の推移は、Bloomberg記事にあるグラフの通り。2018年度予算について、金額面は2001年度以降では最低となるが、前年比の減額率では2010年度や2013年度と同じ程度である。つまり、EPA関連予算は、過去にも大幅削減の経験が少なからずあるわけだ。
