渋谷区、同性パートナー条例、区議会本会議で可決・成立【UPDATE】

東京都渋谷区が同性カップルに対し、結婚に準じる関係と認め「パートナーシップ証明」を発行する全国初の条例案が、3月31日の渋谷区議会の本会議で採決され、賛成多数で可決された。

東京都渋谷区が同性カップルに対し、結婚に準じる関係と認め「パートナーシップ証明」を発行する全国初の条例案が、3月31日の渋谷区議会の本会議で採決され、賛成多数で可決された。4月1日から施行される。

条例案は、戸籍上は同性の2人が「男女の婚姻関係と異ならない程度の実質を備える社会生活関係」を営むため、区長が「パートナーシップ証明」をできると定めている。互いに双方を任意後見人として登記していることなどを条件としており、区民や事業者は「最大限配慮しなければならない」とした。区は当事者から苦情の申し立てがあった場合は助言や指導、改善勧告をし、従わない場合は名前を公表するという規定もある。

桑原敏武区長は議会終了後の記者会見で「国政の課題に一石を投じる歴史的な事業になった」と評価した。一方で、実際に証明書の発行が可能になるのは、早くても6月定例区議会を経てからになるとの見通しを示した。
