ネパール政府は8月10日、性的マイノリティのために「第3の性別」を設けたパスポートを初めて発給した。
このパスポートでは、性別欄は「O」と記載されている。この性別欄「O」パスポートを最初に受け取ったネパール人は、トランスジェンダーの人権活動家、モニカ・シャヒ氏だ。
「これはとても歓迎すべき出来事です。ネパールの性的マイノリティすべてが、自分自身を認めてもらうための、とても大きな第一歩といえるでしょう」と、ネパールの英字新聞ヒマラヤン・タイムズ紙にシャヒ氏は語っている。
自分を「男性」とも「女性」とも区分されたくない人たちのために、性別欄を「Other（その他）」の頭文字である「O」と記載したパスポートを発給することを、ネパール政府は2015年1月に発表していた。
これは、2007年のネパール最高裁判所の判決を受けたものだ。タイム誌によれば、最高裁判所はネパール政府に対して、法律を改正して第3の性を設けることを命じたという。
ネパールはすでに「O」という性別区分を設けた市民証明書を発行しており、今回のパスポートを申請するためには、この性別欄が「O」と記載された市民証明書を持っている必要がある。
シャヒ氏はAFP通信に対し「私は、自分のためだけではなく、将来の世代のためにも闘ってきました。これからは、私と同じような人は誰でも、「O」と記載されたパスポートを持つことができます」と述べている。「私の国は、私のアイデンティティを認め、尊重してくれたのです」
ネパールにあるLGBTの人権団体「ブルーダイヤモンド協会」のマニーシャ・ダカル事務局長も、今回の動きを歓迎している。
その上で、彼女は他の国々に対して、ネパール政府の決定を受け入れ、性別欄に「O」と書かれたパスポートを持つネパール人の出入国を認めるよう求めている。
ネパール以外の国でも第3の性を認めている国はあり、オーストラリアとニュージーランドでは第3の性を「X」と表記したパスポートを発給している。
