アメリカの上院情報特別委員会は12月9日、中央情報局(CIA)が行ってきた拷問の実態に関する調査報告書要旨をようやく公表した

この報告書は、2001年のアメリカ同時多発テロ事件以降、CIAが「ブラック・サイト」(アメリカ国外にある秘密軍事施設)において行ってきた監禁や尋問プログラムの実態を明らかにするものだ。アメリカは2002年、キューバにある米軍基地内部にグアンタナモ湾収容キャンプを設置し、テロリスト被疑者を収容。拷問に等しい対応が行われているとして非難されてきた。なお、2004年には、イラクのアブグレイブ刑務所でも、米軍が捕虜の虐待を行っていたことが発覚している

報告書に記載された詳細の多くは生々しく、嫌悪を誘う。さらに報告書は、CIAが「重要な情報」が得られるとして正当化していた拷問や強化尋問は、実際には効果がなかったと結論づけている。
