安倍内閣では外国人旅行客がもたらす経済効果にも注目し、今年6月に閣議決定した成長戦略の中に観光業の拡大を盛り込んでいる。しかし、観光政策の副作用も懸念されるという。どういうことだろうか。

外国人観光客3000万人なるかアベノミクス観光政策の副作用とは

安倍内閣では外国人旅行客がもたらす経済効果にも注目し、今年6月に閣議決定した成長戦略の中に観光業の拡大を盛り込んでいる。2030年までに外国人旅行者3000万人を目標とし、地域活性化や雇用創出を進め、10兆円規模の経済効果に向けてテコ入れをしている。その政策の一環として、まずは今年夏から東南アジア諸国を中心に入国ビザの発給要件を緩和している。

【旅行者は順調に増加】

これまでは順調に旅行者は増加している。今年4～8月の外国人旅行者からの総取扱額は約340億円で、前年同時期に比べ28％増加している（日本旅行業会データバンクより）。背景には、ビザ取得が困難だった人々の日本旅行への願望や、政権交代後の円安の効果があると考えられる。

まさに、アベノミクスの狙い通りの展開といえる。

【ビザ免除の弊害】

一方で、ビザ免除の乱用という弊害も生じつつあるようだ。

例えば、タイは規制緩和で来日者がもっとも増加した国の一つだ。8月の来日者数は2.4万人で前年同期比102％増（日本政府観光局、推計値）と倍増している。その多くが純粋に観光を楽しんでいるものの、15日以内の短期滞在というビザ免除の規定を過ぎた後も不法滞在、不法就労しているケースも増えてきているという。このままでは、日本政府がタイ人に対するビザ免除を取りやめかねないとして、タイメディアで話題となっている。

タイメディアによると、ビザ免除が適応された7月1日からは毎月50人程が期限を過ぎても出国をしておらず、不法滞在者は現在200人程になるという。この状況を受けて警察庁出入国管理者の「日本政府からはタイ人入国時の審査を強化する意向が伝えられた」との言葉や、労働省雇用局長が「ビザ免除の取りやめはないと述べている」と伝えていることなどが取り上げられている。

【タイの危機感】

今後の方針は定かではないものの、タイ国内では問題視されているようだ。実際に以前、ニュージーランド政府がタイ人のビザ免除を実施したが不法滞在、不法就労が増加したことからこの措置を取りやめている。タイ政府としてはニュージーランドの二の舞になっては今後の関係にも影響しかねないとし、報道を通じて不法就労をやめるよう呼びかけている。

今のところ日本政府による発言はないが、アベノミクスが謳うように、世界中の人々が日本の魅力を発見し伝播することで国際社会との相互理解の増進を目指すのであれば、規制緩和とともに想定される問題にもしっかりとした措置を整えていくことが必要となってくるだろう。
