FILE - In this Sept. 11, 2015 file photo, Japan\'s Ground Self-Defense Force members look at the floodwaters from the swollen Kinugawa River following heavy rainfalls caused by a passing tropical storm in Joso, Ibaraki Prefecture, north of Tokyo. Houses lean forward, knocked partially off their foundations. The worst-hit are gone, their still-intact blue-tiled roofs left sitting on debris-strewn mud. The floodwaters have receded somewhat, but a vast area of the Japanese city of Joso remains inundated by a sea of brown water. (AP Photo/Shizuo Kambayashi, File) (credit:ASSOCIATED PRESS)
