日本の自転車文化を学べ! イギリスでママチャリが注目される理由とは

近年、健康・環境志向の高まりにより利用者が増えている自転車。事故の増加やマナーの問題など、課題も表面化してきています。12月1日から、自転車で道路右側の路側帯を通行することを禁じる改正案が施行されるなど、法整備も急がれています。

こうした中、複数の英メディアが日本の自転車文化に関する記事を掲載しています。

【日本人は現実的】

英ガーディアン紙は、「イギリスは日本の自転車文化から何が学べるだろうか?」と題するブログ記事を掲載し、日本人は自転車に対して現実的な考え方を持っていると指摘。自転車を「足の延長」として捉え、通勤・通学・買い物など毎日の生活で利用し、駐輪場などのインフラも整備されているとしています。

駐輪施設に関しては、BBCが東京都港区の「地下機械式駐輪場」を紹介し、都市部のスペースの少ないところでいかに工夫して大量の自転車を収容しているかについて報じています。

【歩道の共有】

ガーディアン紙とBBCの記事は、日本の「歩道の共有」に着目しています。

イギリスでは自転車で歩道を通行することは全面的に禁止されています。日本も原則、車道を走らなければなりませんが、例外も多く認められています。

BBCの記事は、相次ぐ自転車利用者の事故死を受け、イギリスでも日本のように歩道を走れるようにしてはどうかと提案しています。

しかしながら、日本では近年、歩行者と自転車の接触事故が増加。それを受け、行政側は、子供や高齢者を除き、歩道の走行を徐々に禁止する方針を取っています。この点は日本にとっても課題で、早期の自転車レーンの設置が望まれています。

【ママチャリはクール?】

また、「ママチャリ」に焦点が当てられている点も興味深いといえます。値段が安いこと、それにもかかわらず品質が良いことが評価されているようです。

イギリスでは自転車の窃盗が非常に多く、たとえ鍵をかけていてもすぐ盗まれてしまいます。その点日本では、ママチャリは街にあふれているため、自分のものが盗まれるリスクは低く、安価であるため盗まれてもダメージが小さいとガーディアン紙は指摘しています。

実際、日本の中古ママチャリをロンドンで販売する人まで現れているようで、その人気は高まっているとのこと。

「イギリスでうまくいくはずがないね。日本のように他者に対して尊敬心を持つ文化じゃないもの」

「ママチャリってスウェーデンで普及してる『mormor cykel』と響きが似てて、同じものを指しているよね。大きな違いはスウェーデンでは自転車は歩道を走れないことと、ほとんどの自転車の車輪に鍵が付いてるけど自転車の窃盗が頻発していることだね」

我々も、外国の自転車文化と比較してみることで、新たな課題、発見、解決策が見つかるかもしれません。
