ハフィントンポストUS版のマイケル・マカリフ記者によると、共和党のベイナー下院議長は、6週間の短期間に限定して債務上限を小幅に引き上げる法案を提出する意向を示した。しかし、政府機関再開については取り扱わないという。オバマ大統領や下院の民主党は政府機関を再開しない限りは交渉に応じない姿勢を見せている。共和党の法案によれば、債務上限の引き上げは11月28日の感謝祭(アメリカの祝日)頃までに限定したものとなる。

最新情報 ニューヨーク・タイムズによると、オバマ大統領は、共和党が提案した短期間の債務上限引き上げ案について、政府機関の再開を含んでいないため提案を拒否した。

また、マカリフ記者によると、共和党の重鎮マケイン上院議員(アリゾナ州選出)は今回の提案に理解を示しつつも、政府機関の再開に応じない下院共和党に対し、「ダメージがどれほどのものか(分かっているのだろうか)」と疑問を投げかけている。

また、ハフィントンポストのケイト・シェパード記者によると、政府機関閉鎖から10日が経過し、政府機能の多くが麻痺した状態となっている。その内の一つとして、アメリカ国内にある化学施設をテロから防御する法案が施行できなくなっていると伝えている。

ヘンリー・ワックスマン下院議員(民主党/カリフォルニア州選出)は、「ほとんど注目を浴びていないが、不幸で、危険な結果を招く」と述べている。

国土安全保障省は、2007年に「化学施設反テロリズム基準」を策定した。この基準はあらゆる施設で有害な、あるいは有害となる可能性のある化学物質を安全に取り扱うガイダンスとして定めれたものだ。議会では、この基準の適用範囲をさらに拡大する議論が行われていたが、政府機関閉鎖の影響でストップしたままだ。
