カナダのフィルポット保健相は4月20日、世界の薬物問題に関する国連の特別会合で、トルドー政権が2017年春にも成人用嗜好品としての乾燥大麻（マリファナ）使用を合法化する方針を固めたことを明らかにした。時事ドットコムニュースなどが報じた。
ＡＦＰ通信が入手した発言録によると、フィルポット氏は「（合法化は）多くの国の現状と相いれないが、若者を守り、公共の安全を高める最善の方法だと確信している」と説明。マリフアナ使用を禁止するカナダや他国の法は厳しすぎ、効果もないことなどを理由に挙げた。
１４年の調査によれば、人口約３５００万人のカナダでは、１００万人が日常的にマリフアナを使用。

トルドー首相は、かつて大麻を数回使ったことがあることを認めていた。2015年の総選挙の際には、自由党党首として嗜好品として大麻の合法化を公約の一つに掲げていた。
カナダでは医療用の大麻を薬局で買うことは合法だが、最近は違法な薬局が増えていると指摘されているという。
アメリカでは20を超える州で医療目的の大麻使用が合法化されており、コロラドなど4州と首都ワシントンでは嗜好品として使うことも認められているという。
