カジノをめぐっては、国内外の娯楽運営会社が東京や大阪など大都市での運営参画に意欲を見せているが、澤田氏は投資が大都市に一極集中するより、地方都市への誘致で雇用や観光が拡大すれば、日本経済の活性化につながるとみている。

澤田氏は、カジノ経営は中途半端な規模では失敗のリスクがあると指摘。誘致における投資額は何千億円にも及ぶため、基盤のない他の地方都市に作ると採算がとれなくなる可能性があるという。

また澤田氏は、カジノにはゲームだけでなく、アミューズメント面などの集客コンテンツが重要だと強調。すでにアジアではマカオや韓国などに大型のカジノが開業していることもあり、日本でのカジノ成功には万全なエンターテインメント施設・コンテンツが欠かせないと述べた。

エイチ・アイ・エスはリゾート施設、ハウステンボス(長崎県佐世保市)を保有し、ここに、すでに2000数百億円を投資したアミューズメント施設がある。このため、ハウステンボスを土台とし、「(あと)500─1000億円前後の投資」(澤田氏)をするだけで、質の高いカジノ設立が可能とした。

設立にあたってエイチ・アイ・エスは、土地・場所の提供などで協力をする。資金面ではエイチ・アイ・エスのほか、自治体など「いろんな方が共同でやればいい」(澤田氏)と考えている。

澤田氏は、「ある程度のアミューズメントがついていないと単なる賭博(とばく)場になってしまう。やるなら立派で、エンターテイメントと一緒にやらないとだめだろう」と述べ、誘致できれば、これまでに培ったノウハウを活かせると自信を示した。

米国、フランス、中国などのカジノの場合、首都に大きな施設はなく、1─3時間離れた立地にある。ハウステンボスに誘致すれば「湯布院や阿蘇、福岡など(長崎だけでなく)九州全体の観光に大きなプラスになる」(澤田氏)と期待を示した。

澤田氏は、カジノを設立することになった場合、ハウステンボスの近くに専用の飛行場を作る構想も明らかにした。70─100人乗りの飛行機をピストン輸送できるような小型の空港で、建設費用は100─200億円を見込むという。

澤田氏によると、「エンターテインメントが楽しめる空港を作り、そこから3時間以内のところに飛行機を飛ばせば、中国、台湾、香港、韓国、東南アジアに安価で利便性の高いアクセスが増やせる」という。国内だけでなく、アジア近隣諸国からも観光客を呼び込み、九州の観光業を活性化したいと意気込みを示した。

現在、日本でカジノ運営は違法だが、新たな税収減への期待や雇用拡大など経済効果から解禁すべきとの見方があり、今秋の臨時国会に議員立法での法案提出が予定されている。
