日本初のカジノリゾートはどこか 解禁に向けた動きに海外も注目

9月の臨時国会でカジノ解禁の基本法案が可決される方向となり、日本におけるカジノリゾート構想が現実味を帯びてきた。パチンコや競馬などは容認される中で、法律上禁じられてきたカジノ。その解禁にむけた動きに海外メディアも注目している。

【カジノ解禁法案、国会提出へ 具体的な構想とは】

ブルームバーグは、超党派の「国際観光産業振興議員連盟」(IR議連)による、カジノなどの統合型リゾート(IR)の解禁に関する基本方針を報じた。

それによると、カジノを含むIRは「全国に設置すべき施設ではない」とされ、自治体が望み、国が審査・認可をした地域においてのみ、設置できるようにするという。ただ、当面は観光・経済振興に寄与する可能性の高い地域を優先するとのことだ。

さらに、カジノ運営企業に加え、カジノで使用される機器のメーカー・販売業者ら関係各所に対して、国の認可を必要とする規制も検討されているという。

ロイターによると、推進法案が成立すれば、政府が1年かけて実施法案を作って成立を目指すことになるという。2020年の東京五輪・パラリンピック開催までに、最初のカジノが開業する見通しだ。

法案の提出はこれからだが、既にカジノを含むIRの建設を検討している企業もある。

まず、以前から日本のカジノ解禁に関心を寄せていた、海外カジノ大手ウィンリゾーツやMGMリゾーツインターナショナルなどは、パートナー提携も視野に、参入を検討しているようだ。ブルームバーグは、パートナー候補として、三井不動産や、三菱商事や伊藤忠などの商社、セガやコナミなどのゲームメーカーを予想している。

一方、三井不動産は、フジ・メディア・ホールディングス、鹿島と提携し、「東京臨海副都心(台場エリア)における国際観光拠点の整備」を政府に提案していた。ロイターは、同構想は今後の動向に左右されるものの、東京をより魅力的な都市にしていくために貢献したい、という同社の佐藤乗務の意気込みを報じた。

また森ビルは、ブルームバーグに対し、詳細な言及は控えたものの、政府によるカジノ解禁の動きについて賛成していることを明かしている。

ロイターは、日本のカジノ産業はマカオに次ぐ規模に成長する可能性があると報じている。治安悪化やギャンブル依存症への懸念を指摘する声も残る中、2020年のオリンピックに向けて、今後の動向が注目される。
