「怒りの金曜日」エジプト、抗議集会で衝突拡大 死者640人超

エジプトのモルシ前大統領支持派は8月16日午後(日本時間同日夜)、「怒りの金曜日」と名付けて、イスラム教の集団礼拝後に首都カイロなど各地で、14日の座り込みの強制排除に対する大規模な抗議集会を行った。強制排除からわずか2日で、懸念されていた全土での大規模な衝突に再び発展した。

NHKによると、この3日間の死者は640人以上に上っている。モルシ前大統領を支持するイスラム組織ムスリム同胞団側は今後1週間、街頭で抗議行動を続けるよう支持者に呼びかけており、治安部隊との衝突が続いて死傷者はさらに増えるおそれが高まっている。

ムスリム同胞団は16日、金曜礼拝に合わせて各地で大規模なデモを行い、治安部隊と衝突し、衝突は合わせて10以上の都市に拡大。このうち首都カイロでは中心部のラムセス広場に集まってきた数千人規模のデモ隊と治安部隊との間で激しい銃撃戦となった。治安当局側はデモ隊が警察署に向けて発砲したため応戦しただけとして、対応に問題はないと説明しているが、ムスリム同胞団側は平和的なデモが一方的な攻撃を受けたと主張。警察のヘリ3機が同広場のデモ隊に実弾を撃ち込んだとしている。モルシ派が広場近くのモスク(イスラム礼拝所)に設置した仮設病院には、遺体や負傷者が次々に運び込まれているという。

■ オバマ大統領、エジプト軍との合同演習を中止

アメリカのオバマ大統領は15日、休暇で滞在するマサチューセッツ州でエジプト情勢について会見し、流血の事態を受け、9月に予定されていた米軍とエジプト軍との合同軍事演習「ブライト・スター」を中止することを明らかにした

オバマ大統領は、「市民に対する暴力を非難する」とし、エジプトの暫定政権と軍を強く非難。合同軍事演習を中止した理由について「市民が街頭で殺害されている時に、(エジプトとの)伝統的な協力関係は継続できない」と語った。

■ EU各国、エジプトとの関係見直しを表明

ドイツ、フランス、イギリス、イタリアの4か国首脳は16日、欧州連合(EU)としてエジプトの武力衝突に断固として反対する姿勢を明確に示すよう要請した。またドイツのメルケル首相は、EUにエジプトとの関係見直しを求めた

メルケル首相はこの日、エジプト情勢をめぐりフランスのオランド大統領と電話協議し、EU外相会議を来週開くことを提案。メルケル首相のオフィスが会談後に発表した声明によると、首相はエジプト情勢を受け、ドイツ政府としてエジプトとの関係を見直す方針を説明。「EUとしても包括的な関係見直しを行うべきとの考えで両首脳は一致した」としている

オランド大統領は、イギリスのキャメロン首相、イタリアのレッタ首相ともエジプト情勢をめぐり電話協議。フランス大統領府の声明によると、英仏首脳は、暴力停止と対話再開に向けた「欧州の強いメッセージ」が必要だとし、欧州連合(EU)が対エジプト関係を見直すべきだとの認識で一致した

EUで外交政策を統括するアシュトン上級代表は声明を発表し、「死傷者の多さは衝撃的であり、強い懸念と失望を感じざるを得ない。悲劇の責任は暫定政府にある」として暫定政府の対応を厳しく非難した

EUは、アシュトン上級代表が先月、2度にわたってエジプトを訪問し、暫定政府とムスリム同胞団の双方に対話による解決を促す仲介努力を続けており、そうしたなかで、強硬策に踏み切った暫定政府への批判を強めている。

■ サウジアラビア国王はエジプト暫定政府支持表明

一方、サウジアラビアのアブドラ国王はこの日、エジプト暫定政府への支持を表明。「テロリズム」と戦うエジプトを支援すると述べた。

モルシ前大統領の失脚後、サウジアラビア、クウェート、アラブ首長国連邦(UAE)は120億ドルの対エジプト支援を表明するなど、同国の提携パートナーとしての重要性を高めており、相対的にアメリカの影響力が低下している。
