天皇陛下、81歳の誕生日を迎える 「人々の死無にせず、より良い日本を」【会見全文】

天皇陛下は2014年12月23日、81歳の誕生日を迎えられた。これに先立って19日に、皇居・宮殿で記者会見に臨んだ。

天皇陛下は2014年12月23日、81歳の誕生日を迎えられた。これに先立って19日に、皇居・宮殿で記者会見に臨んだ。

会見では、来年戦後70年という節目の年を迎えるにあたり、改めて戦争や平和に対する考えを問う質問がなされた。これに対して天皇陛下は、「先の戦争では300万を超す多くの人が亡くなりました。その人々の死を無にすることがないよう、常により良い日本をつくる努力を続けることが、残された私どもに課された義務であり、後に来る時代への責任であると思います」とお答えになった。

2014年で最も印象に残った出来事としては、青色LEDの発明で日本人の博士3名がノーベル物理学賞を受賞したことのほか、広島の洪水や御嶽山の噴火、多雪地域での大雪など各地で発生した自然災害による被害を挙げた。「私自身高齢になって転びやすくなっていることを感じているものですから」と述べ、被災した高齢者への配慮の言葉を口にされた。

また、2015年4月に国際基督教大学への入学が決まった秋篠宮佳子さまの進路にも触れ、「先輩の眞子から大学のことを十分に聞いた上で決めたことですから,きっと良い大学生活を送ることになると期待しています」と述べられた。

--この1年を振り返り,社会情勢やご公務,ご家族との交流などで印象に残った出来事をお聞かせください。来年に向けてのお考えもあわせてお答えください。また,来年は戦後70年という節目の年を迎え,両陛下のパラオご訪問が検討されています。改めて先の戦争や平和に対するお考えをお聞かせください。

この1年を振り返り,印象深い出来事としては,最近スウェーデンで行われたノーベル物理学賞の授賞式で赤崎,天野,中村3博士が受賞されたことです。赤崎,天野両博士が青色発光ダイオードを作り,さらに同じ頃独自にもその研究を果たしていた中村博士によりその実用化が進められました。照明器具として消費電力が少なく,発光による熱し方も少ないことから,社会の様々な分野で利用されていくことと思います。成果を上げられた3博士の業績を誇りとし,深く敬意を表します。

痛ましい災害もありました。8月には大雨が広島市を襲い,土砂災害によって74人が亡くなりました。先日被災地を訪問しましたが,暗闇の中で木がなぎ倒され,大きな石が土砂と共に落下してくる状況は想像するだに恐ろしく,人々の恐怖はいかばかりであったかと思います。

また9月には,御嶽山の噴火により,死者,行方不明者が63人となりました。紅葉を楽しもうと登った人々であったことを思い,心が痛みます。

長野県北部でも11月に震度6弱の地震が発生しましたが,幸いにも地域の人々の日頃の訓練と消防職員の協力によって死者を出すことはありませんでした。建物の被害は大きく,冬に向かっての生活の苦労が深く察せられますが,死者がなかったことはうれしいことでした。

新聞に大きく取り上げられるような災害ではありませんが,常々心に掛かっていることとして多雪地帯での雪害による事故死があります。日本全体で昨冬の間に雪で亡くなった人の数が95人に達しています。この数値は広島市の大雨による災害や御嶽山の噴火による災害の死者数を上回っています。私自身高齢になって転びやすくなっていることを感じているものですから,高齢者の屋根の雪下ろしはいつも心配しています。高齢者の屋根の上での作業などに配慮が行き届き,高齢者が雪の多い地域でも安全に住めるような道が開けることを願ってやみません。

家族のことについては秋篠宮家の佳子が国際基督教大学で勉強することになりました。先輩の眞子から大学のことを十分に聞いた上で決めたことですから,きっと良い大学生活を送ることになると期待しています。

私には叔父に当たる三笠宮が元気に白寿を迎えられたことは私どもの大きな喜びでした。それと共に6月の桂宮薨去という悲しい出来事もあり,三笠宮,三笠宮妃のお寂しさを深くお察ししています。

先の戦争では300万を超す多くの人が亡くなりました。その人々の死を無にすることがないよう,常により良い日本をつくる努力を続けることが,残された私どもに課された義務であり,後に来る時代への責任であると思います。そして,これからの日本のつつがない発展を求めていくときに,日本が世界の中で安定した平和で健全な国として,近隣諸国はもとより,できるだけ多くの世界の国々と共に支え合って歩んでいけるよう,切に願っています。

--宮内庁が24年あまりをかけて編纂し,この夏に両陛下へ奉呈された「昭和天皇実録」に関してのご感想とともに,昭和天皇についての思い出や,天皇としてのお姿から学び生かされていることをお聞かせください。

昭和天皇実録は宮内庁書陵部が中心となって多くの資料に基づき編纂さんしたもので,完成までの苦労には計り知れないものがあったと察しています。携わった関係者の努力に深く感謝しています。これから折にふれ,手にとり,御事蹟せきに触れていくことになると思います。このことは大変に困難な時代を歩まれた昭和天皇を,改めておしのびするよすがになろうと思っています。

昭和天皇との思い出については様々なことがありますが,夏の那須の附属邸に滞在していて,御用邸に滞在していらっしゃる昭和天皇,香淳皇后をお訪ねしたり,植物を御覧になるため,その植物の自生地にいらっしゃるのにお供をしたりしたことが懐かしく思い起こされます。実録にも私の結婚の翌年の夏の記述に「皇后及び皇太子妃と御同車にて御用邸敷地外の広谷地ひろやじに向かわれ,同所にてお揃いで湿地のサギソウ等を御覧になる」と記されています。

この時私は那須を離れ,地方で行われる行事に出ていたのですが,昭和天皇は生まれたばかりの浩宮を守って留守をしている美智子が寂しくないよう,香淳皇后と共に散策にお誘いくださったのではないかと思います。少し後になりますが,皇后と私とで,廻谷めぐりやであったかと思いますが,お供した時には,皇后に水辺の白い花で,野生のスイレンであるヒツジグサの花をお教えくださいました。この2度の大切な思い出のため,皇后にとりサギソウとヒツジグサはそれ以後ずっと特別な花となっていたようで,それから大分後になって私どもが女の子に恵まれ,清子さやこと名付けたその同じ日に,私どもは清子のお印にヒツジグサを選びました。昭和天皇が「大変よい」とお喜びくださったことが,うれしく思い出されます。

昭和天皇から学んだことは多いと思います。結婚前には葉山の御用邸に昭和天皇,香淳皇后と一緒に泊めていただくこともありましたから,そのような時に昭和天皇から学んだことが多くありました。人のことを常に考えることと,人に言われたからするのではなく,自分で責任を持って事に当たるということは,昭和天皇の御言動から学んだ大きなことであったのではないかと思っています。
