ガンビア「居座り」前大統領、資金を持ち逃げ? 新大統領は未だ入国できず混乱続く

西アフリカ・ガンビアで22年間独裁体制を敷いていたヤヒヤ・アブドゥル=アズィーズ・ジェムス・ジュンクング・ジャメ大統領(ヤヒヤ・ジャメ、51)が、大統領選で敗れたにもかかわらず退陣せずに居座った問題の余波が今も続いている。

ジャメ大統領は1月21日、大統領選の結果を受け入れ退陣表明し、空路で赤道ギニアに亡命した。しかし、BBCによると、大統領選に勝利した野党候補アダマ・バロウ氏の側近マイ・ファティ氏は会見で「ガンビアの国庫からここ2週間で5億ダラシ(約12億5000万円)が持ち逃げされ、ほぼカラになった」と語った。この金額はガンビアの2015年の国民総生産(GDP)の1.2%に相当する。

ロイター通信によると、ジャメ大統領は在任中ロールスロイスなどの高級車を大量に保有し、アメリカ・ワシントンD.Cの郊外に不動産も所有するなど不正に蓄財をしていたとみられる。ジャメ大統領が亡命した際に、所有していた高級車や貴重品もチャドの貨物機で運び出されたという。

しかし、バロウ氏のもう一人の顧問ハリファ・サラー氏はこうした主張に疑問を投げかけている。サラー氏は22日、記者会見で「中央銀行は透明性を確保しており、他の金融機関と同様、通常通りに機能している」と語った。

「中央銀行に関してさまざまな情報が公表されており、懸念が高まっているが、警察によると、すべての金融機関が損傷を受けていない」

ファティ氏が言及した資金が中央銀行のものなのか、それとも他の金融資産なのかは明らかになっていない。

フィナンシャル・タイムズによると、バロウ氏は19日、隣国セネガルの首都ダカールにあるガンビア大使館で就任式を行ったが、まだ身の安全が保証されていないためガンビアに入国していない。現在セネガルやナイジェリアなど周辺5カ国の軍隊がガンビアの国会議事堂や軍事的に重要な地域の捜索を行っており、安全が確保された段階でガンビア入りするとみられる。

しかし不動産業者だったバロウ氏は政治経験が乏しく、ガンビア入国が遅れていることで権力の空白が発生していることから、政権発足当初から不安定なスタートとなる懸念がある。
