イラクで最も重要な政治家のひとりが、アメリカが空爆を拒否し続けるならばイラクはイランにイスラム過激派組織「ISIS」(イスラム国) への空爆を求める用意があると警告した。

イラク国会議員でヌーリー・アル=マリキ首相率いるダーワ党の報道官ハイダル・アバディ氏が、ハフィントンポストUK版の独占インタビューに応じた。アバディ氏は、ISISがイラクにとって大きな脅威であるとした上で、「どんな支援でも受け入れます。たとえイランからであってもです」と述べた。

イラクの政府高官が、アメリカの軍事力が行使されないイラクに対し、イランが大規模な軍事介入に踏み切る可能性について公式に発言するのは初めてとみられる。

「アメリカが我々を支援してくれるのを待ち望んでいます」とアバディ氏は述べた。「もしアメリカが空爆を行えば、イランが空爆する必要はありません。もしアメリカが行わなければ、イランの空爆が必要となるかもしれません」。アバディ氏はさらに、トルコ空軍の支援も考えられると述べた。

アメリカのジョン・ケリー国務長官は、イラク国内で派閥抗争が起き、地上戦でイラクの治安部隊がISISの制圧に失敗する可能性に触れ、アメリカが空爆に踏み切るのは「完全に無責任な行為」と、否定的な見解を示した。

連邦議会副議長で、2006年、2010年の首相選挙でも候補者として名前が上がっていたアバディ氏は、「イラクは最小限の支援で生き延びられるし、イラク軍はISISのイスラム過激派兵士からバグダッドを守ることができるが、空爆はISISを地域から追い出すために必要だ」と述べた。

ケリー国務長官は、イラクにおけるISISに対するアメリカの空爆実施には及び腰だ。

6月末に、ISISは現在の制圧地域である北部シリアのアレッポから東部イラクのディヤラ地方に「カリフ」(イスラム教の最高指導者)の支配権を打ち立てたことを宣言し、ISISのリーダー、アブ・バクル・アル=バグダディをカリフおよび「全地域のムスリムの主導者」として任命した。

アバディ氏によれば、ISISの勢力拡大は中東全域、ひいては西側にとって「大惨事」になるという。ここ最近はイギリスの若いイスラム教徒がISISと戦うためシリアとイラクへ旅立つという現象が起きている。そして彼らがイギリスに戻ると、国内の治安悪化につながるかもしれないという懸念が起こっている。

アバディ氏の見解によると、ISISがイギリスに与える脅威は「甚大」だと警告する。ISISのイデオロギーは単なるイスラム教一派の主張ではなく、「彼らと異なる人間全員」と戦うことに基づている。

ISISの組織自身がイラクに定着しておらず、外国人傭兵への依存度が非常に高いと見られているのに対して、彼は次のように反論した。「ISISは今、イラク北部のニネベ地方の村々に入り込み、若者を集めています。ISISの内部に新しい世代のイラク人が入り込んでいるのです」。

しかし、アバディ氏は、マリキ政権がイラクで少数派のスンニ派を孤立に追いやり、迫害しているとの非難に反論した。こうした責任論は、ヒラリー・クリントン前国務長官などが支持している。「どんな国でも、全国民が政府を支持するなんてことがありえるでしょうか?」とアバディ氏は述べた。

一方で、アバディ氏はバグダッドの中央政府からイラク北部のスンニ派を孤立させ、イラクの治安部隊が「残虐行為」をはたらいたことを認めた。アバディ氏は「怒りに耳を傾けなければいけません。正しい情報もあれば、そうでない情報もあります」と述べた。

マリキ首相の解任が、イラクの政情と治安の危機を解消するきっかけとなるか?

また、アバディ氏は、マリキ首相を解任し、'救国内閣’を組閣するだけでは現在の治安危機の政治的解決にはつながらないだろうと述べた。「ISISは、これからのイラクでの行動計画を練っています。我々が何をしようと、仮にスンニ派の首相を擁立したとしても、彼らは首相に反対するでしょう。彼らはアヤド・アラーウィ前首相の就任にも反対しました。彼がシーア派でなく、世俗派だったからです」。

アバディ氏は最後にこう述べた「ニネベ地方で、ISIS兵士たちが殺戮しているのはシーア派だけではありません。彼らに忠誠を誓わないスンニ派も同様なのです。派閥抗争に巻き込まれないよう留意しなければなりません。シーア派がスンニ派に敵対しているわけではなく、スンニ派がシーア派に敵対しているわけでもないのです」。
