10月31日の「ハロウィン」に備え、渋谷区は神宮通公園に着替え用のテントを用意した。31日午後3時から午後9時まで自由に使うことができる。NHKニュースなどが報じた。
テントの設置は、2014年のハロウィンで、駅やデパートのトイレが、仮装する若者で占拠されたり、血のりなどで汚されたりしたことをふまえての対応。テントは9台設置されるが、混雑が予想されることから、区はできるだけ自宅で仮装して来てほしいとしている。
毎日新聞によると、警視庁は渋谷駅周辺で、雑踏整理のために警察官数百人を動員予定。DJポリスも投入し、「サッカー日本代表の試合後に行う警備と同じレベルの態勢で臨む」（警視庁幹部）としている。
なお、2014年のハロウィンでは、DJポリスが「TSUTAYA前で神輿に乗っている、オレンジ色の服を着たお兄さん、大変危険です。すみやかに降りてください。そのように周囲を煽るのはやめてください。あなた自身がけがをするばかりではなく、周りの人がけがをする恐れもあります。周りの人も、降りるよう説得してください」などと誘導し、周りが「降りろ」と呼びかける場面もあった。
