10月31日（月）の「ハロウィン」にかけて、東京・渋谷では大勢の人が集まり混雑が予想されるとして、警視庁は混雑状況に応じて渋谷駅周辺の一部道路で交通を規制し、歩行者天国にする方針を決めた。NHKニュースなどが報じた。
毎年ハロウィンの時期、東京・渋谷では仮装した大勢の人たちが集まり混雑するため、警視庁では機動隊を出動させるなど警戒にあたってきた。2016年は、10月31日が月曜日のため、直前の週末28日（金）からイベントなどを開催する飲食店が多く、一般の歩行者や乗用車の通行に影響が出ることが予想されている。
そのため警視庁は、渋谷駅近くのファッションビル「SHIBUYA 109」がある「道玄坂下」の交差点から、「文化村通り」と「道玄坂」のそれぞれの一部で、混雑状況に応じて車両通行を規制し、歩行者天国を設けるという。警視庁がこうした措置を取るのは初めて。
大混雑が見込まれる渋谷駅前のスクランブル交差点は、従来通り乗用車の往来ができるが、警視庁は「DJポリス」として知られる機動隊の広報班も投入し、警戒を強化する方針だ。
