中国初のDV禁止法案の成立が進んでいるのに、女性の権利を訴える活動家が拘束される

中国初のドメスティックバイオレンス（DV）禁止法案の成立に向けて審議を行なう一方で、こうした女性を保護する法律の整備を訴えてきたフェミニスト活動家たちを拘束したのだ。

拘束された女性たちの弁護士や仲間の活動家たちによると、3月6日に中国国内の複数の都市で警察による捜索が行われ、10名の女性活動家たちが逮捕された。そのうち5名はまもなく釈放されたが、3月9日夜（現地時間）の時点で、いまだ5名が拘留されたままだという。女性人権団体の活動家たちの中には、警察が自宅や職場を訪れたと聞いて身を隠した人もいた。

拘束された女性たちは、公共交通機関での性的嫌がらせに対する社会的関心を高めるために、「痴漢を捕まえろ！警察は逮捕しろ！」と書かれたステッカーを中国各地のバスに貼る計画を立てていたという。

活動家たちは国際女性デーにあわせて抗議運動を計画していたのかもしれないが、拘束されたのには別の理由も考えられる。中国では3月5日から、全国人民代表大会が開催されているが、この期間は中国の活動家らは拘束されてしまう危険が高まるので、特に慎重に行動しなければならないのだ。

今回拘束された活動家の中には、女性解放運動やLGBTの活動で先頭に立つ若いリーダーも含まれている。彼女たちはユニークな抗議活動で、これまで注目を浴びてきた。

「性的嫌がらせを受けるのは、女性が身につける肌の露出した服のせい」というコメントに抗議する2人の女性活動家。プラカードには「暑さ対策には薄着が必要、地下鉄に痴漢は不要」「どんな服を着ようが私の勝手」という内容が書かれている。

拘束された一人で、通称Li Maiziという名前で活動するLi Tingtingさんが有名になったのは、2012年に「男子トイレを占拠せよ」という活動を企画してからだ。これは男女平等を求める抗議活動で、長い行列ができている女性用の公衆トイレを増やして欲しいと訴えた。

Liさんは、別の活動家のWei Tingtingさんと2012年に行った「血に染まった花嫁」という抗議行動でも有名だ。彼らは偽物の血が飛び散ったウェディングドレスを着て北京中心地を歩き回り、DVについての関心を高めようとした。

こうした活動家たちの取り組みに加え、社会の注目を集めた2件のDV裁判が起こったことで、中国でもDVに対する関心が高まり、中国初のDV禁止法制定への支持が集まった。この法案は現在、開催中の全国人民代表大会で審議されている。

しかし、DV禁止法案が成立に向かっている一方で、無許可でデモをする活動家たちの身の安全は保障されていない。2012年に習近平総書記が国家主席の座について以来、汚職の取り締まりとともに社会活動グループに対する取り締まりも強化されてきた。

その結果、人権を訴える弁護士から中国農村部で図書館の建設を進めるNGOまで、多くの人々が検挙されてきた。フェミニストやLGBTの活動家らによると、イベントが監視されたり、地元警察によって中止に追い込まれたりすることもたびたびあるという。

現在拘束されている5人の活動家たちの弁護士によると、3月6日と7日に連行されて以来、彼女たちとは連絡が取れていないという。また、仲間の活動家の話によれば、ほとんどの女性活動家たちが逮捕された場所は自宅で、警察が真夜中にやってきて携帯電話やコンピューターの捜索が行われたという。

弁護士は、活動家たちが拘束された理由をまだ警察から伝えられていないが、仲間の活動家によると、逮捕時に警察は「騒乱挑発罪」を拘束理由に挙げたという。この「論争を引き起こして騒乱を引き起こした」という罪状は、あらゆる事態に適用できる罪であり、活動家や反体制派を拘束する際に乱用されている。

中国では、女性の権利を訴える活動に多くの支持が特にミニブログを通して集まっているという。2015年の旧正月には、7億人が観る人気の年越し番組「春節晩会」が未婚の女性や魅力に欠ける女性を揶揄するコントを放送したが、それに対して活動家たちは批判の声をあげ、オンラインで署名運動を繰り広げて、放送した国営放送に謝罪を求めたとワシントン・ポスト紙は伝えている。この活動は中国の国営メディアでも一部が伝えられるほどだったという。
