山口組の分裂騒動で、山口組を離脱した組長の名前で「神戸山口組」を発足させたとする文書が出回っている。47NEWSなどが9月7日、捜査関係者への取材として報じた。
文書は、井上邦雄・山健組（神戸市中央区）組長が「神戸山口組 組長」を名乗って出されており、山口組の篠田健市（通称・司忍）・6代目組長について「利己主義甚だしく、歴代親分、特に5代目親分の意を冒瀆する行為多々あり」と批判する文面もある。山口組が代紋として使ってきた「山菱」も使われている。
産経WESTは、拠点は離脱した組の一つ、侠友会の本部がある兵庫県淡路市に置くとみられると伝えた。都市部の繁華街から遠い淡路島に拠点を構える理由について、「侠友会の事務所周辺には学校などがなく、（学校周辺などでの組事務所の運営を禁じた兵庫県暴力団排除）条例適用を免れる意図があるとみられる」としている。
新団体には、山口組から破門・絶縁された、山健組（神戸市中央区）、宅見組（大阪市中央区）、俠友会（兵庫県淡路市）など、主に関西の古参団体を拠点とする13団体と、山健組傘下の1団体が中核を担うとみられる。
