小池百合子知事、築地市場で謝罪「約束守れていない」 週明けに豊洲移転を最終決断か

小池知事は、築地市場の講堂に集まった水産や青果を扱う市場業者ら約100人を前に「皆様との約束を守れていない。都知事として改めておわび申し上げます」と述べ、約10秒ほど頭を下げた。

小池知事は「築地は世界でまれに見るブランドで、東京の宝」とした上で、「築地という東京の宝をいかに守って継続し、発展させるのか。皆さんと知恵を出し合いたい」と語り、業者からと意見交換した。

市場業者からは「安全・安心が確保できない。今の状況では豊洲に移転できない」「毒のあるところには行けない」「築地で再整備してほしいというのが、仲卸しの大多数の意見」といった意見があった一方、「移転に舵を切るなら、安全宣言を」「豊洲への移転に向け、不安の払拭に全力を傾けていただきない」という声も上がった。

小池知事は「直接皆さんから伺った話を、しっかりと受け止めたい」と述べるにとどめた。

この日の市場業者への謝罪を一つの区切りとして、豊洲市場移転をめぐる方向性を23日の都議選告示までに決断するか、注目が集まっている。17日の毎日新聞は「豊洲移転で決着へ 築地跡地も活用」との見出しで、小池知事が「週明けにも移転を公表するとみられる」と報じた。

都は「市場のあり方戦略本部」で築地市場の活用策について検討。同本部は15日の会合で、豊洲市場に移転した際の築地市場の有効活用について、用地を売却せず長期にわたって民間に貸し付けた場合など4パターンの収支試算を発表。

毎日新聞によると、都は築地を50年間の定期借地で民間などに貸した場合、年160億円の賃料収入が見込め、約6000億円の豊洲整備費のうち約3600億円の借金などの累積赤字を30年程度で解消できると試算。「築地を売却、もしくは再整備するより市場の持続性が高まる」としている。

一方で、小池知事は16日の記者会見で「いろいろ数字は変動する可能性がある」と述べるにとどめた。週明けにも示すのは「移転の最終的な判断」ではなく「判断につなげるための方向性」としている。

■有識者会議は「『無害化』については、実現が困難」

都は石原慎太郎知事時代の2010年、地下水の有害物質濃度を環境基準値以下にするなどの「無害化」を豊洲市場開場の条件としていた。豊洲市場の土壌汚染を環境基準以下にする「無害化」を実現するとして860億円をかけて対策を講じてきたが、現時点では達成できていない。

築地市場の有効活用については、有識者でつくる会議体「市場問題プロジェクトチーム(PT)」が5日にまとめた第一次報告書案には、「卸売市場としての機能が廃止された後も、市場跡地を都民の財産として有効利用していくべき」と記されている。

また、市場の土壌汚染対策を検討する専門家会議は6月11日、市場の主要施設の下に盛り土がない状態でも安全性を確保するための新たな対策案をまとめた。

同会議の対策案には、土壌がむき出しになった地下空間をコンクリートや特殊なシートで覆う案や、有害物質による汚染を浄化するため地下水を汲みあげる管理システムの機能を強化する案などが含まれている。

ただし同会議は、都議会が2010年に豊洲市場開業の条件として約束した土壌汚染の『無害化』については、実現が困難だと説明している。

2017年5月にも敷地内の地下水から環境基準値の最大100倍の濃度の有害物質(ベンゼン)が検出されているが、平田健正座長は「完全に環境基準以下にすることは難しい。時間をかけて徐々に除去していく」と説明している。

小池都知事は1日の都議会での所信表明で、『無害化』が達成できていないことについて陳謝している
