仏マクロン大統領の人気、7月の世論調査で急落。支持者層に失望広がる

世論調査会社「YouGov」が7月26日から27日にかけてフランスで行った調査で、エマニュエル・マクロン大統領の支持率が大きく下がったことがわかった。43%から36%と、先月の調査に比べて7ポイントの下落だった。マクロン大統領が政権運営に苦戦していることが反映された結果とみられる。

国防費の予算削減、それに続く軍トップの辞任騒動、住宅手当(APL)の減額、国民議会で連日繰り返される野次の応酬……。次から次へと巻き起こる論争に見舞われ、マクロン大統領の状況は厳しい。7月23日に公表された「Ifop」の世論調査でも、同様の結果は出ていた

厳しい評価を受けたのは、マクロン大統領だけではない。首相のエドゥアール・フィリップ氏についても先月から支持率が2ポイント下落し、好意的な評価を寄せたのは37%にとどまった。36%のマクロン大統領をわずかばかり上回ったかたちだ。

■マクロン支持層に広がる失望

「マクロン舟」はあらゆる箇所から水が侵入してきている。

「ほとんどすべての層で人気が落ちたマクロン大統領だが、とりわけ自身の政党である「共和国前進」を含む、中道派の支持層で支持率の下落が目立った(好意的に評価すると答えたのは81%で、前月の95%から14ポイントのマイナス)」。調査会社はこう指摘するとともに、これまでマクロン氏支持者が多かった中道右派の共和党支持層でも、同様の下落が見られたとした(47%→39%と8ポイントのマイナス)。

中道派と共和党の支持層は、エドゥアール・フィリップ首相にも同様の厳しい評価を下している。

この2つの支持層で、フィリップ首相の人気は先月からともに10ポイント落ちた(中道派支持層:87%→77%、共和党支持層:57%→47%)。以上の結果から、マクロン大統領とフィリップ首相は、本来イデオロギー的に近いはずの人々を失望させていることが明らかになった。これはいい兆候ではないだろう。

■政府にも厳しい評価

政府首脳2人の支持率低下とともに、政府の人気も下降している。現在の政府を好意的に評価すると答えたのは33%で、先月の調査から5ポイント下がった。ここでも、政府の運営にもっとも厳しい評価を下したのは中道派の支持層だった(92%→79%と13ポイントのマイナス)。

個別の評価項目をみても、「(今の政府は)前進しており、時代に見合った政策を打ち出している」「自党の支持者だけでなく、すべての国民のことを考えている」「有能な人材から構成されている」などの点に好意的な評価を下した人の割合は軒並み30%台と、厳しい結果が出ている。

「YouGov」によるこの調査は、マクロン大統領とフィリップ首相が直近の政権運営に苦労していることを伺わせる。ちなみに7月のすべり出し自体は順調だった
