2013年のノーベル平和賞が11日夜、発表される。パキスタンで女性が教育を受ける権利を訴え、イスラム過激派タリバンから銃撃されたマララ・ユスフザイさん(16)が受賞するか注目が集まっている。受賞すれば史上最年少となる。

マララさんには欧州連合(EU)欧州議会が10日、人権や民主主義を守る活動をたたえる「サハロフ賞」を贈った。同賞はノーベル平和賞を受賞した南アフリカのマンデラ元大統領やミャンマーの最大野党党首アウンサンスーチー氏も過去に受賞している。

欧州議会のシュルツ議長は「マララさんは公平な教育を受ける全ての子供の権利のために勇敢に戦った」と語り、授与決定は「少女の信じられないほどの力を認めたものだ」と述べた。

■「重荷では」「身の危険が高まる」疑問の声も

マララさんの受賞へ期待が高まる一方、マララさんを撃った武装勢力が「機会があれば彼女を殺害する。我々は彼女を殺害することを誇りに思うだろう」と再び襲撃を予告。マララさんの身の危険がさらに高まることを懸念する声も広がる。また、16歳の少女が受賞することで重荷を与えることになるのではないかという意見もある。これまでの受賞者は成人で、最年少は、2011年に32歳で受賞したイエメンの人権活動家タワックル・カルマン氏だ。

ロイター通信の取材に対し、オスロ国際平和研究所のハルプビケン所長は今年の平和賞の受賞者について「マララさんが本命だ」とコメント。一方で「問題となるのは彼女の年齢だ」と指摘する。

オスロ国際平和研究所(PRIO)のハルプビケン所長は、マララさんの受賞で「問題となるのは彼女の年齢だ」と指摘。未成年者が平和賞を受賞すれば、生涯にわたりノーベル賞受賞という事実と付き合っていくことになり、重荷を与えることになりかねないとし、「明らかに難しい判断だ」と述べた。

パキスタンの主要各紙は9日、マララさんが8日に出版した自伝が書店で売り出された写真を1面で掲載。ニューズ紙は社説で「マララさんが平和賞にふさわしいことは疑いない」としつつ、「人々は彼女がまだ少女だということを忘れがちになる。彼女の肩にかかる重さはあまりに大きい」と指摘した。

今年の平和賞候補には、史上最多の259の個人・団体が推薦された。委員会は候補者の氏名などは一切公表していない。

■コンゴの医師らも有力候補

地元の研究所や各国のメディア予想では、マララさんのほかに、性的暴力の被害者救済に取り組むコンゴ民主共和国の医師デニス・ムクウェゲ氏や政府等の内部文書を公開する民間サイト「ウィキリークス」に機密文書を提供した米陸軍上等兵ブラッドリー・マニング被告などの名前もとりざたされている

ノーベル賞に推薦された個人や団体は、50年間、秘密にすることが決まりですが、地元オスロの研究所や各国メディアなどの予想では、パキスタンの少女、マララ・ユスフザイさんのほかに、コンゴ民主共和国で紛争に巻き込まれて性的な暴力を受けた女性に治療や心のケアを続けてきた医師のデニス・ムクウェジ氏の名前が取りざたされています。

さらに、ロシアで人権擁護活動を続ける「モスクワ・ヘルシンキ・グループ」の女性活動家や、ノルウェーを拠点に亡命ミャンマー人たちで作る放送局を推す声も出ています。
