那覇市は同性カップルを結婚と同等の関係と認める「パートナーシップ制度」を、7月17日をめどにスタートさせることを明らかにした。2月22日の市議会定例会で、久場健護総務部長が前泊美紀氏（無所属の会）に答えた。議会事項ではなく、市長決裁でより早く制定できる要綱で導入する方針だという。沖縄タイムズなどが報じた。
那覇市は2015年7月、「性の多様性を尊重する都市・なは（通称・レインボーなは）」を宣言。「那覇市は市民と協働し、性自認および性的指向など、性に関するあらゆる差別や偏見をなくし、誰もが安心して暮らせる都市を目指す」とうたっている。
久場氏は市議会で「当事者から期待を寄せられている」と発言。宣言から1年をめどに要綱を制定、公表する考えを明言した。
新制度の対象者や証明書発行の有無など具体的な中身については、当事者団体と意見交換しながら決める。パートナーシップ宣言を行った市職員に対し、市職員厚生会から結婚祝い金などが給付できる仕組みづくりについても、議論していくという。
同性パートナーを認める公的書類の発行は、2015年11月に東京都の渋谷区、世田谷区が受け付けを開始したほか、2016年4月には三重県伊賀市が制度をスタートさせる予定だ。兵庫県宝塚市も6月の導入を目指しており、横浜市などでも検討が進められている。
