菅官房長官「対話ではなく圧力」 北朝鮮の度重なるミサイル発射で

北朝鮮が5月29日朝、弾道ミサイルとみられる飛翔体を発射したことを受け、菅義偉官房長官が緊急の記者会見を開いた。状況や政府の対応を説明し、「対話ではなく圧力が重要だ」などと述べた。

菅氏の説明では、北朝鮮は南東部の江原道元山付近から、1発の弾道ミサイルを東方向に発射。約400キロメートル飛行し、日本の排他的経済水域(EEZ)に落下したとみられる。落下地点は、新潟県佐渡島から約500キロメートル、島根県隠岐諸島から約300キロメートル付近の日本海上と推定されるという。

現在時点で、航空機や船舶からの被害報告などの情報は確認されていない。

政府は午前7時43分から、国家安全保障会議(NSC)を開催。情報の集約及び対応について協議した。菅氏は、会議の場で安倍首相から「我が国として引き続き国際社会と連携しつつ、北朝鮮に強く自制を求め、関連省庁と協力しながら毅然として対応していく」との指示があったことを明らかにした。

記者からは、北朝鮮が発射したミサイルの種類や高度などについての質問が相次いだが、菅氏は「諸用の情報を元に専門的に分析する必要があるので、現時点で分析中です」などと繰り返し、詳細を述べるのを避けた。

ミサイルの種類について、「スカッド」系列の可能性に言及した韓国軍の分析結果に対する見解も問われたが、明言を避けた。

一方で、29日に中国外交の責任者、楊潔チ国務委員が来日することを踏まえて、「対北朝鮮問題について、中国は極めて大きな影響力があるので、そうしたことも当然しっかり話したい」と述べ、この問題で協議の場を設けることに前向きな姿勢を示した。

日本政府の今後の対応として、「国連の度重なる決議においても、(北朝鮮は)相変わらず挑発行為を行なっています。日米首脳会談で合意されたように、対話のための対話ではなく、圧力をかけていくことが必要である。それと同時に中国の果たす役割が重要である」と説明。

軍事的な圧力の必要性を問われると、「G7や日米首脳会談では、さらなる制裁や国連安保理での緊密な連携を通じて、北朝鮮に対する圧力を強化する。さらに北朝鮮の脅威を抑止するためには、日本とアメリカは防衛体制の能力の向上を図るべく、具体的な行動を取ることで一致した」と述べた。
