アメリカ海軍省は、3月に海兵隊が関与した写真共有事件を受け、軍人がヌード画像を拡散するのを禁じる新たな規則を発表した。
海軍専門紙「ネイビー・タイムズ」によると、海軍と海兵隊に適用される改正規則は4月17日付で、18日に公表された。今回の改正は「法的命令に相当し、司法外の処罰から通常の軍法会議まで、司法制度が全面的に適用される」という。
改正された規則では「私的な画像の不法な配布や放送」を禁じ、そのような画像を広く定義している。これには、「表示されている人物が辱められたり、危害を受けたり、脅迫されたり、強要されたりする可能性について全く考慮せず」配布されたものが含まれる。
元海兵隊員で現在は非営利のニュースメディア「The War Horse」を運営するトーマス・ブレナン氏が、海兵のヌード写真をシェアしていたグループの存在を当局に報告し、調査報道センター（CIR）で記事を発表した。それからひと月以上を経過して、海軍と海兵隊が属する海軍省から新たな規制が出されたことになる。
ブレナン氏の記事は、「Marines United」という、3万人規模の非公開Facebookグループの存在を暴露した。女性隊員のヌード写真をシェアするために兵士が利用していたものだ。その後の報告により、他の部門が同様のグループに関与し、別の非公開メッセージ掲示板で運営されていることが明らかとなった。
ショーン・スタックリー海軍長官代行が署名した改正規則は、新版の海軍規則が印刷されるまでの暫定的な変更と見られる。
海兵隊は3月、SNSのルールを改定し、インターネット上のセクシャルハラスメントを明確に禁止し、被害者は不法行為について申し出るように奨励している。
