アメリカのオバマ大統領は1月5日、ホワイトハウスで会見し、銃規制の強化策を正式発表した。演説中に、度重なる銃乱射で犠牲になった小学生のことに触れ、涙を流して対策強化への理解を訴えた。

会見には5年前、アリゾナ州トゥーソンのスーパーマーケットで18人に頭を銃撃された元下院議員のガブリエル・ジフォード氏も同席した。2012年にあったコネティカット州ニュータウンの小学校での銃乱射で死亡した子供20人の父親の一人、マーク・バーデンさんから紹介されたオバマ氏は、在任中に相次いだ銃乱射事件を受けて、「アメリカは、この種の大量虐殺がこんなに頻繁に起きている、先進国で唯一の国だ」と訴えた。

「なぜか、私たちの感覚はまひしてしまい、『それが当たり前だ』と思い始めている」「問題解決の方法を考えず、両極端の議論になってしまった」

強化策は、大統領令を発令し、銃の販売業者すべてに免許を義務づけるほか、殺傷力の強い銃を購入した人物の犯罪歴確認を徹底する

また、数百万ドルを投入してメンタルヘルスのサービスを提供したり、「スマート・ガン・テクノロジー」と呼ばれる最新鋭の技術を支援したりする。

共和党員はオバマ政権の対策を、憲法違反であるとして法廷闘争を示唆している。「行政による過剰介入は危険な水準だ。国家は関与すべきでない」と、ポール・リャン下院議長は批判している。

しかしオバマ氏は任期満了が近づくにつれ、銃規制に積極的になっている。側近によれば、2012年のニュータウン銃乱射を受けた銃規制法案が上院で否決されるなど、議会で銃規制が合意できないことや、全米ライフル協会の強力な抵抗に不満を募らせているという。

「銃のロビー団体は今、議会を人質に取っているが、アメリカを人質に取ることはできない。自由への対価として、この虐殺を受け入れることはできない」「(銃乱射で犠牲になった)子供たちのことを考えると気が狂いそうになる。しかし、シカゴの路上では毎日起きていることだ」とオバマ氏は話した。

ただ、どれだけ実効性があるかは不透明だ。ロレッタ・リンチ司法長官によると、免許取得が必要な銃販売業者の数や、犯罪歴の確認がどれだけなされるかの試算はしていないという。一定数以上の銃を販売する業者が、犯罪歴確認システムに登録を義務づけるという大統領令も、法律に基づいて行われるものではない。
