2020年の東京オリンピック・パラリンピックの費用負担をめぐり、東京都外の7道県4政令市に設置する競技会場の仮設整備費用について、都が全額負担する方針を固めたと、5月11日に朝日新聞デジタルなどが報じた。
仮設整備費用は、既存の施設に追加する観客席や運営用のプレハブなどの整備費用で、約500億円にのぼる。こうした整備費用は当初、大会組織委員会（組織委）が負担する計画だった。ところが経費が膨らんだことを受け、組織委は2016年12月に新たな費用負担計画を公表。都外の自治体にも負担を求める案だったことから、都外の各自治体が強く反発。費用分担の調整がつかず、宙に浮いた状態が続いていた。
当初、小池氏は3月末までに費用分担の大枠を決める意向を表明していたが、産経ニュースによると「仮設施設の整備、運営業務などの課題整理」に時間を要したため、スケジュールが大幅にずれ込んでいるという。
5月9日に都内で開かれた首都圏の「9都県市首脳会議」では、「整備に向けた準備ができない」などの批判が相次いだ。
9日の会議後、神奈川県の黒岩祐治知事、埼玉県の上田清司知事、千葉県の森田健作知事は安倍晋三首相と面会。仮設施設整備や運営費の負担を都以外の自治体に負担を求めるのはおかしいと主張した。これを受けて安倍首相は、丸川珠代五輪担当相に早期の調整を指示していた。
NHKニュースによると、小池知事は10日夜、都内で記者団に「国の負担も実際にお願いすることになる」と述べた。小池知事は11日に安倍晋三首相と会談し、都以外の仮設施設整備費を都が負担する考えを示すという。一方で、政府にも一定の財政支援を求める見通しだ。
