オスプレイ、2015年度購入へ 小野寺防衛相、1機100億円以上「価格交渉を」

訪米中の小野寺五典防衛相は10日午後、アメリカ軍の新型輸送機MV22オスプレイについて、8月に示す来年度予算の概算要求に購入費を計上する考えを示した。小野寺防衛省は、記者団に対し「災害支援や領土防衛に重要」などと語ったという。

米中の小野寺五典防衛相は10日午後、陸上自衛隊に導入を予定している新型輸送機MV22オスプレイの購入費を、2015年度予算の概算要求に初めて計上する考えを明らかにした。防衛相は「日本は離島が多く(オスプレイは)災害支援、急患輸送に能力を発揮する。離島を含めた領土防衛にも重要な装備だ」と指摘した。

オスプレイは開発段階から事故が多発したことから、2012年にアメリカ軍が沖縄県に配備を決めた際には激しい反対運動があった。同日、オスプレイに試乗した小野寺氏は「大変安定性があり、機能的にも高い航空機」などと感想を述べたという。

小野寺大臣は記者団に対し「大変安定性があり、機能的にも高い航空機だと改めて実感した。(中略)配備をするためにどのような施設が必要かということも、同時並行で進めていく必要がある」と述べ、来年度予算案の概算要求にオスプレイの購入費などを計上し、日本への配備を急ぐ考えを示しました。

政府は2013年12月にまとめた中期防衛力整備計画に、オスプレイを18年度までに17機導入する方針を明記している。ただ「1機100億円以上」とみられ、小野寺氏は来年度の購入機数について「価格交渉をして決めたい」と語った。

今後5年間の防衛力整備の在り方を示した中期防衛力整備計画では、離島を奪還する水陸両用部隊の創設に関連して、オスプレイ17機の導入を決めている。ただ「1機100億円以上」(防衛省)とみられ、来年度の購入機数は「価格交渉をして決めたい」(小野寺氏)としている。配備先については「現在、数カ所に絞って検討している」(防衛省)という。
