オスプレイ使って滋賀・高知で日米共同訓練 小野寺防衛相

10月に滋賀と高知で予定されている日米共同の軍事訓練に、アメリカ海兵隊の輸送機オスプレイが参加する。9月6日、小野寺五典防衛相が明らかにした。国内の共同訓練でオスプレイが使われるのは初めて。

10月に滋賀と高知で予定されている日米共同の軍事訓練に、アメリカ海兵隊の輸送機オスプレイが参加する。9月6日、小野寺五典防衛相が明らかにした。国内の共同訓練でオスプレイが使われるのは初めて。

オスプレイは垂直に離発着できる新型の輸送機。試作機段階でトラブルが相次いだほか、米軍の運用開始後にも死亡事故を起こすなどしたため、安全性をめぐって議論を呼んでいた。現在、アメリカ海兵隊が普天間基地に23機を配備しているが、沖縄の負担軽減のため、日本政府は他の地域での訓練を増やす調整を続けてきた。

オスプレイが参加するのは滋賀の陸上自衛隊饗庭野演習場で行われる日米共同訓練と、高知で行われる南海トラフ巨大地震を想定した防災訓練となる。

オスプレイは米軍普天間飛行場(沖縄県宜野湾市)に23機が配備されており、日米両政府は沖縄県の負担軽減のため、県外への訓練移転を検討していた。小野寺防衛相は訓練意義について「米軍との相互運用の向上や災害発生時における有効な救援活動の確立に寄与し、沖縄の負担を分散させる流れに沿うものだ」と説明した。

オスプレイは8月末、アメリカ・ネバダ州で着陸に失敗する事故を起こしたが人的被害はなかった。6日の小野寺防衛相の記者会見では、アメリカからの事故についての報告も受けたという。

報告は、(1)砂漠での視界の悪い場所での着陸に備えた訓練中だった(2)安全性機能が適切に機能したため全乗組員が負傷なく脱出できた-などの内容。

日本政府は自衛隊へのオスプレイ導入を計画しているとされる。オスプレイについては、「事故率は従来型輸送機より低い」という容認派と、試作機段階の安全性や環境への影響を理由に難色を示す反対派で議論が続いている。
