パチンコ税の創設を検討 合法ギャンブル化で1%でも財源2000億円か

政府と自民党内で、パチンコやパチスロの換金時に課税する「パチンコ税」の創設が検討されていることがわかった。税率1%であっても2000億円の財源が生まれるとの試算がある。パチンコ・パチスロを競馬や宝くじと並ぶ公認ギャンブルとして認めることになるが、利用者の負担が増えることになる。カジノ法案が審議入りする中でパチンコ税にも注目が集まりそうだ。

これまでパチンコ・パチスロはギャンブルと公式には認められてこなかったため、パチンコ店の景品を店外の景品交換所で換金する「三店方式」と呼ばれる方法が一般化していた。パチンコ税が創設されるとギャンブルとして合法化されることになる。

税の徴収方法は店内での換金を認めてパチンコ店が納める方法や、景品交換所を指定業者に限定して、そこから税を徴収する方法が検討されているという。MSN産経ニュースは6月22日に次のように報じた。

風営法は現金又は有価証券を賞品として提供することを禁じており、パチンコ店では、利用者は一度景品を受け取り、景品問屋や景品交換所に販売して現金を受け取る方式が取られている。これを改め「換金免許制度」を創設。店での換金を認め、店が一定割合を地方税として納める形式のほか、景品交換所などを公益法人に委託された業者と位置付け、一定割合の手数料を取って国または地方自治体が徴収する案が検討されている。

ネット上では、パチンコ税について「法の抜け穴をなくす」として歓迎する声も多いが、監督官庁となっている警察庁などの利権構造に、どこまでメスを入れられるのか疑問視する意見もあった。

ただし、日本遊技関連事業会の発表によると、パチンコ・パチスロ店の市場規模を示す貸玉料は、1995年には約30兆円だったのが、2011年には約19兆円と3分の2程度にまで減った。参加人口も16年間で2900万人から1260万人へと半分以下になっている。パチンコ税が導入されて利用者の負担が増えれば、さらにパチンコ離れが進む可能性もある。
