[ニューヨーク 3日 ロイター] - 米自治領プエルトリコが、8月1日に期限を迎えた債務の返済ができず、デフォルト(債務不履行)となった。関連企業パブリック・ファイナンス・コープ(PFC)が発行した債券で、支払額5800万ドル(約72億円)に対し、62万8000ドル(約7800万円)しか返済しなかった。

政府開発銀行のトップ、メルバ・アコスタ氏が3日の声明で明らかにした。

アレハンドロ・ガルシア知事は6月、総額720億ドル(約8兆9000億円)の債務について返済できないと表明。債務再編を求めていた。

ブラックロックの地方債グループ資産運用担当のピーター・ヘイズ氏は「彼らはこの債務調整に関して真剣であることを投資家に知らせている。債権団と友好的な合意に達しなかった場合、彼らが今後の支払いをどのように行っていくかを示している可能性がある」と指摘した。

ハイト・セキュリティーズのアナリスト、ダニエル・ハンソン氏は先週のリサーチノートで、プエルトリコがデフォルトした場合、投資家はおそらく3日にも訴訟を起こすとの見方を示していた。

プエルトリコは、議会で債務返済資金の割り当てが法的に義務付けられていないことから支払いの遅れはデフォルトにならないと主張しているが、格付け会社や投資家は異なる見解をもつ。

格付け会社ムーディーズ・インベスターズ・サービスのアナリスト、エミリー・レイムス氏は声明で「ムーディーズは今回のイベントをデフォルトと見なす」と指摘した。
