復興予算、雇用でも流用 被災地以外に1千億円

東日本大震災の復興予算で2千億円がついた雇用対策事業のうち、約1千億円が被災地以外で使われていることがわかった。被災地以外の38都道府県で雇われた約6万5千人のうち被災者は3%しかおらず、被災者以外が97%を占める。「ウミガメの保護観察」や「ご当地アイドルのイベント」など震災と関係のない仕事ばかりで、大切な雇用でも復興予算のずさんな使われ方が続いている。

この事業は厚生労働省が担当する「震災等緊急雇用対応事業」で、被災者などの雇用を支援するため、2011年度の復興予算で2千億円がついた。臨時や短期間の仕事に就いてもらい、生活を支える目的だ。

このうち915億円は、東北や関東などの被害が大きかった9県が運営する雇用対策基金に配られた。11~12年度に計約6万人が雇われ、その約8割を被災者が占める。

一方、残る1085億円は被災地以外の38都道府県の基金に配られた。朝日新聞が38都道府県に聞いたところ、11~12年度に雇われた人は計約6万5千人にのぼるが、被災者は約2千人にとどまった。 【古城博隆、座小田英史】
