難民の受け入れ、割り当て16万人に 欧州委員長が義務化を提案

欧州委員会のユンケル委員長は9日、欧州議会で一般教書演説を行い、欧州連合(EU)に流入する難民への支援を加盟国間で分担するよう訴えた。

[ストラスブール 9日 ロイター] - 欧州委員会のユンケル委員長は9日、欧州議会で一般教書演説を行い、欧州連合(EU)に流入する難民への支援を加盟国間で分担するよう訴える一方で、不法移民を阻止するために国境警備をより厳重にすると約束した。

イタリア、ギリシャ、ハンガリーの負担軽減のため、当初は4万人の難民割り当て計画を提案したが、東欧諸国などの反対で断念した経緯がある。委員長は9日の演説でこれを4倍の16万人に引き上げ、割り当ての義務化を改めて主張した。

チェコやスロバキアの首脳は割り当て義務化に強く反対している。一方、ポーランドのコパチ首相は、欧州委員長のメッセージを受け止めると述べた。「我々に結束を求めるのは脅迫ではない。EUが協力して有効に行動することは、わが国の利益につながる」とし「かつては我々も難民だったのだ」と語った。

ハンガリーやオーストリア、デンマークでは、数百人の移民のグループがドイツや北欧のスウェーデンを目指して路上を歩いているため、主要なハイウェイの封鎖を余儀なくされるなど、混乱に陥っている。

■アメリカ、難民受け入れ枠を年5000人以上拡大へ

[ワシントン 9日 ロイター] - 米国は、来年以降の難民受け入れ枠を少なくとも5000人拡大し、年間7万5000人とする方向で調整に入った。ただ、議会関係者によると、5000人の増加幅は少なすぎるとして、さらに拡大する可能性もあるという。

ケリー国務長官は記者団に対し、米政府は内戦を逃れたシリア難民の一段の受け入れに「コミットしている」と表明した。

電話会見した国務省高官によると、米は過去3年間、年間7万人の難民を受け入れており、来年は「小幅な拡大」を計画しているという。

複数の政府筋は、ケリー長官が議員らに対し、5000人の受け入れ枠拡大を計画中であると述べたことを確認した。

ただ、議会関係者によると、政府筋は増加幅を大幅に拡大する可能性を示唆していたという。匿名の議会筋は「政府は5000人の増加では少なすぎると認識するのではないか」と述べた。
