10月16日夜、政府機関を再開し、債務上限を引き上げるための暫定予算案が上院で採決され、賛成81票、反対18票で連邦政府の再開と国の債務上限引き上げが可決、続いて下院で採決され、賛成285票、反対144票で可決された。

政府機関閉鎖は葬り去られた。オバマケアは生き残った。

オバマ大統領は「不確かで不安なもやもやを晴らす」ために、ただちに政府機関を再開させ、国を落ち着かせてダメージを修復する意向を表明した。

「我々の前には、多くの仕事が待ち受けている。この数週間で失われたアメリカ国民の信頼を取り戻すことも必要だ」と、オバマ大統領はホワイトハウスで短い声明を発表した。
