北方領土の国後島と択捉島で、ロシア軍が最新鋭のミサイルシステムを配備したと、11月22日にインタファクス通信が伝えた。

時事ドットコムによると、配備されたのは地対艦ミサイル「バル」(射程130キロ)と「バスチオン」(射程300キロ)。これらの最新鋭ミサイルが北方領土に配備されたのは初めてとみられる。バルは国後島に、バスチオンは択捉島に配備された。
ロシアのショイグ国防相は3月の時点で、北方領土と千島列島にミサイルを配備する計画を表明していた。
テレ朝newsによると、択捉島の「バスチオン」は北海道の「道東」地域のほぼ全域を射程に含むという。
プーチン大統領の訪日が12月に予定され、日露間では北方領土と平和条約交渉が活発化している。こうした状況下で、ロシア側が「北方領土を自分たちの領土として防衛力を強化する姿勢を鮮明にした」とNHKニュースは伝えた。

プーチン大統領は19日、APECの開催地リマで安倍晋三首相と会談した際、北方領土においてロシアの主権下で日本が投資する「共同経済活動」について言及。領土問題とは別に、日本の経済協力を求める姿勢を示した。
20日の記者会見でプーチン氏は、北方四島での経済・人道分野に関わる活動について安倍首相と話し合ったことを明らかにした。その一方で、「(北方四島は)国際的な文書によりロシアの主権があると承認された領土だ」と明言している。
