ロシアのラブロフ外相は9月9日午後、緊急記者会見し、アメリカなどの対シリア軍事介入を回避するため、アサド政権に化学兵器禁止条約への参加を提案したと明らかにした。化学兵器を国際的に管理し、廃棄することも呼び掛けた。タス通信によると、シリアのムアレム外相は歓迎する意向を示した。

両外相は内戦終結に向けたジュネーブ国際会議の実現をめぐっても協議。会談後の記者会見でいずれも「政治的解決が唯一の道」などと発言したが、ムアレム外相は「シリア攻撃があれば、立場を変えざるを得ない」とアメリカなどに警告した。双方はシリアでの化学兵器使用疑惑に関する国連の調査再開が必要であるとの認識でも一致した

■ 国連の潘基文事務総長、化学兵器破壊を安保理に提案する可能性

国連の潘基文(パン・ギムン)事務総長は9日、「シリアでの化学兵器使用疑惑に関する国連調査団の報告書を安保理で公表する際、提起する案を考えている」と述べた

シリア内戦での有毒ガスの使用が確認できれば、国際社会は行動する義務があると指摘。「シリアの化学兵器および化学兵器の原料となる物質の在庫を、同国内の安全に保管、破壊できる場所に移管することを(シリアに)要請するよう、安保理に求めるていくことを考えている」と語った

■ ケリー国務長官「化学兵器を引き渡せば攻撃を回避」

アメリカのケリー国務長官は9日、「来週中に滞りなく、国際社会にすべての化学兵器を引き渡し、保有している化学兵器の全容を明らかにすることができるはずだ」としつつも、「アサド大統領はそのような行動に出ようとしておらず、可能ではないだろう」と語った

国務省報道官はケリー長官の会見後、同長官の見解について、アサド大統領が化学兵器を引き渡すことは「不可能かつありそうにもないということを意味する修辞的な発言」と説明した。

また、アメリカ議会上院は9日、本会議を開き、オバマ大統領が目指すシリアへの軍事行動について、地上部隊を投入しないことや期間は最長でも90日に限定した内容を盛り込んだ決議案の採決に向け、審議に入った

本会議では、議員らがシリアへの軍事行動の是非などについて、みずからの立場を説明し、与党・民主党の幹部は今週中にも決議案の採決を行いたいという考えを示している。
