イスラム武装勢力の台頭で治安が悪化するサハラ砂漠南部の「サヘル地域」の安定に向けて、日本がテロ対策資金を、今後5年間で1000億円を供出する考えを安倍首相が示した。6月2日午前、横浜市内で開かれている第5回アフリカ開発会議のテーマ別会合で表明した。
サヘル地域の北側にあたる地域で、今年1月にアルジェリア人質事件が発生している。この事件で日本人10人が犠牲になったことを受けて、テロ対策に日本が積極的に協力する姿勢を打ち出した格好だ。時事通信では以下のように報じている。
首相は同会議のテーマ別会合「平和構築の強化」で、同事件について「大きな衝撃」と指摘した上で、「北アフリカと（サハラ砂漠より南の）サブサハラ地域の結節点であるサヘル地域の安定が北・西アフリカ全体の繁栄に不可欠だ」と述べ、地域の安定に日本が貢献する考えを強調した。
具体的には、１０００億円の拠出に加え、テロ対策・治安維持従事者２０００人の育成方針を打ち出した。また、サヘル地域で活動する邦人の安全確保につなげるため、日本と同地域との対話の枠組みを設けることも提起した。

人質事件を首謀したイスラム武装勢力「覆面旅団」のモフタル・ベルモフタル司令官は、マリ北部で死亡したとされていたが、先月24日に同司令官を名乗るテロの犯行声明が出るなど情報が錯綜している。生存の真偽は不明だが、武装勢力の活動が活発化しているのは間違いなく、情勢が安定に向けて日本を初めとした国際的な支援が一つの鍵となりそうだ。
