安倍首相はアメリカ・ニューヨークで開かれる国連総会などに出席するため、9月23日午後5時すぎに羽田空港を出発した。首相は国連総会では一般討論演説に臨みシリアへの人道支援に関する内容を話すが、この演説には「慰安婦問題へのマイナスイメージを拭い去る狙い」があると、テレ朝newsは分析する。どういうことなのだろうか。

■国連総会で各国首脳はシリアに関する立場を表明、日本は「女性の人権」で独自アピール
日本時間24日午後10時から始まる今回の国連総会で注目になるのは、緊張が続くシリア情勢を巡って各国の首脳がどのような立場を示すのかという点だ。
安倍首相が26日の演説の半分を「女性の人権」というテーマに充て、シリアに対する日本の立場を述べるという。演説では紛争下の性犯罪など具体例をあげながら改善策を訴えるとされており、MSN産経ニュースは安倍首相がこの演説で、これまで国際社会が抱いてきた日本に対するイメージを払拭しようとしているのではないかと分析する。
日本はこれまで、元慰安婦に「償い金」を支給した「アジア女性基金」など、過去の清算に取り組んできたものの、そうした努力への国際社会の認知度は低い。外務省幹部は「人権に絡む国際会議では慰安婦問題ばかりが注目され、欧米から白い目で見られることも多い」との現状がある。

日本政府はこの国連総会の中で、6000万ドル相当（約60億円）の金額を、シリア難民への人道支援のために追加支援を実施することを表明する。
内戦を受けてシリア難民は増え続けており、難民が殺到するブルガリアなどは、人道支援のためにEUに対し財政支援を要請する事態となっている。日本政府は18日の段階では1000万ドル（約10億円）程度の支援を検討していたが、5000万ドル（約50億円）上積みすることになった。
日本政府はこれまでにもシリア難民への人道支援として、国際機関や非政府組織（NG0）を通じて約9500万ドル（約95億円）を拠出しており、今回の追加支援によって総額は約１億5500万ドル（約155億円）となる。他にも、日本はシリア難民を最も多く受け入れているヨルダンに対し、1.2億円の貸し付け（円借款）を行っている。
安倍首相は出発に先立ち、23日羽田空港で記者団に対し、「国連総会の演説を通じて日本の存在感をしっかりとアピールしたい」と話す。演説には、6月に示した成長戦略において、「女性が輝ける国」を目指すとしたことや、女性の積極的登用を掲げたこと、また、指導的地位に女性が占める割合を20年までに30％以上にするとした数値目標を掲げたことなどにも触れられるという。
23日にBS日テレの番組に出演した世耕弘成官房副長官は、国連総会で安倍首相が演説する内容と目的について、次のように話している。
「安倍首相はスピーチを通して日本という国は決して右傾化するつもりはないし、きちんと積極的平和主義という形で世界の平和に貢献していきたいと考えているし、歴史認識について色々言われているが、女性が最前線で活躍する社会に生まれ変わっているんだと、しっかり訴えかけていくというのが今回の国連での演説で重要なポイントになる」

慰安婦に関する日本国内での一部政治家の発言などについては、インターネットユーザーの間でも疑問視する声が上がっている。今回の安倍首相の国連総会の演説は、シリアに対する支援となり、また、日本のイメージを変えるきっかけとなれるのか。オリンピック招致決定時の演説に続き、国際社会で日本が評価を得られるかに期待が高まる。
なお、今回の訪問では、安倍首相は、カナダのオタワで24日にハーパー首相と会談。その後ニューヨークに移り、24日にフランスのオランド大統領、25日に国連の潘基文事務総長、26日にパキスタンのシャリフ首相と会談。その後、26日（現地時間）に国連総会での一般討論演説に臨む予定だ。ニューヨーク証券取引所での講演や、U2のボノさんとの会談なども予定している。
