未成年の受刑者、犬を育てて自らも成長する

ニューヨーク市を流れるイーストリバーの中にあるライカーズ島刑務所では、未成年の受刑者と動物保護施設で保護されている犬がともに助けあうプログラムがある。

「このプログラムを通して、責任を持つことや生き物を大切に育てることを学ぶことで、未成年の若者たちは出所した後によりよい社会の一員となることができます」と、ニューヨーク市矯正局のプレスリリースの中でジョー・ポンテ課長が紹介している。

このプログラムは「ライカーズ・ローバーズ」という名称で呼ばれている。犬はライカーズ島内で裁判を待つ未成年者を収容する刑務所、ロバート・N・デボレン施設(RNDC)内にある居住エリアに連れてこられ、収容者たちが9週間にわたって散歩や食事の世話、社会に適合するためのトレーニングを行う。

犬は、ニューヨークの動物保護施設「ニューヨーク・アニマルケア・アンド・コントロール」で保護されている犬の中から選ばれ、ドッグフードやその他必需品のほか、犬のトレーニングや獣医の診療費も施設が負担する。

3月にRNDCにやってきた、1歳になる雑種のブラック・ラブラドールのエースは、このプログラムに参加する2頭目の犬だ。1日に4回散歩に連れて行ってもらい、幸せそうな生活をしていると「ニューヨーク・デイリー・ニューズ」紙は伝える

ライカーズ島で青少年犯罪者のプログラムを担当するウィネッテ・ソーンダース氏は動物保護を推進するウェブサイト「ザ・ドド」に対して「刑務所の若者たちは、刑務所の中に犬がいるというだけで大喜びしています」と話す

犬の世話係とその補佐役は、希望者たちを十分に審査した上で選ばれる。世話係に選ばれた若者は犬と一緒にしつけ教室に参加し、それ以外の若者たちも日々の世話を手伝っている。

RNDCは2014年の司法省の報告で、ライカーズ島の刑務所の中でも特に「問題が起きやすい施設のひとつで、気性が激しい受刑者、また様々な精神疾患や行動障害をもつ受刑者たちに対処するための整備が不十分だ」と指摘されている。「ライカーズ・ローバーズ」はそういった問題を抱えるライカーズ刑務所で暴力を抑止するための計画のひとつとして導入されたものだ。

ニューヨークのデブラシオ市長もこの取り組みを高く評価しており、3月の記者会見では、このプログラムで世話係に選ばれた収容者のエピソードを紹介している。その収容者は刑務所で更正の兆しが見えず、特に責任感が強い方でもなかったが、世話係に選ばれたあとみるみるうちに生活態度が改善した。それを見たプログラムの担当者が母親に連絡をとったところ「母親は息子がとても真面目で責任感を持つようになったことに心から驚いた」という。

一方でこのプログラムに否定的な見方をする人たちもいるようだ。ニューヨーク・デイリー・ニューズ紙は「そのうち虐待される犬が出てくるでしょう」というライカーズ島の指導官が匿名で語ったコメントを紹介している。

またニューヨーク・デイリー・ニューズ紙は、プログラムに最初に選ばれた犬リリーがプログラムを終えて法務局の職員にもらわれていった後、2番目のエースが決まるまでに何週間もかかったとも伝えている。その理由についてソーンダース氏は、リリーは一番最初の「実験」だったので、プログラム終了後に結果を評価し、さらに改善を加えたうえで次の犬を受け入れるためだったと説明している。
