中国共産党は中央委員会の第3回全体会議(三中全会)を11月に開催する。習近平国家主席は、中国経済が輸出や信用の供与、投資への高い依存から脱却し、消費を成長の原動力にすることを目指しているため、経済の構造改革を推進する姿勢を示すとみられる。

新華社によると、中国共産党は中央委員会の第3回全体会議(三中全会)を11月に開催する。改革の深化について討議する。

新華社は、「中国共産党第18期中央委員会第3回全体会議を11月に開催するという決定が、中央委員会の政治局会議で27日なされた」と公表した。

歴史上、三中全会は経済の転換において大きな意義を持っている。

習近平国家主席は、中国経済が輸出や信用の供与、投資への高い依存から脱却し、消費を成長の原動力にすることを目指しているため、経済の構造改革を推進する姿勢を示すとみられる。

全体会議での優先議題は金融と税制の改革になる公算が大きいが、労働市場の流動性を阻害しているとされる現行の戸籍(戸口)制度の見直しや、都市化を加速するための土地改革の推進も議論される可能性がある。

エコノミストの多くは、中国が中所得国の罠を回避するのに重要な時期に来ていると指摘する。中所得国の罠とは、低所得国から中所得国に到達したとたんに経済が停滞し、高所得国に移行できない状態のことを指す。

中国の成長率は13年ぶりの低水準となっているが、いずれの先進国の成長も上回っている。

投資家やアナリストの多くは、三中全会が10月に開催されると予想していた。
