天津の浜海地区で8月12日に有毒な化学物質を貯蔵する倉庫が爆発。それから5日後、除去作業にあたる隊員と地元当局は、残留化学物質から抗議を続ける家族たちに至るまで、難題に直面し、対応を急いでいる。

爆発現場では火がくすぶり続け、すでに114人が死亡し、70人が行方不明になっている。付近の住民は風向きの変化と雨を予測して避難している。当局によると、爆発した倉庫には700トン以上のシアン化ナトリウムが置かれていたらしい。シアン化ナトリウムは水と混ざると、致死毒素が発生する。

天津市のホー・シュウシャン副市長は17日の会見で、シアン化ナトリウムは17日夕方までに現地から除去されるだろうと述べた。軍当局者は、避難地域以外の人々への二次被害はないと明言している。しかし、最悪の事態を恐れている地域住民にとっては慰めにもならなかった。

「私は娘を家に連れて行くってくれるように親戚に頼んだ。子供にはここにいて欲しくないのです」。出稼ぎ労働者のチャン・ビニャンさんはCNNに語った。「私は心配なのです。後で雨が降ると聞きました。雨で空気が有毒になってしまうでしょう」

除去作業にあたる隊員たちは爆発現場を走り回り、地元の役人たちは、所有している土地・建物への賠償を要求する付近の地主たちと、死亡あるいは行方不明の親族の情報を必死で求める消防士の家族たちから高まる欲求不満に直面している。

16日から17日にかけて、住民からの抗議活動が行われた。中には頭に包帯を巻いている人もいた。彼らは倉庫が自分たちの住宅に近接していたことを認めるように求め、損壊した家を政府が無条件で購入するように要求した

消防士の家族はさらに感情をむき出しにして、悲壮感を漂わせて政府に抗議した。消火活動にあたった消防士たちの多くは、軍隊ではなく、地元の港湾局と契約していた。彼らは国家の保障対象外になってしまう可能性があり、軍に所属する公式の消防士が与えられる賠償と表彰から除外されることになる。サウスチャイナ・モーニング・ポストは16日、消防士の近親者にあたるおよそ40の家族たちが地元政府の庁舎まで行進し、自分たち家族への情報公開と公平な扱いを要求した。

死亡した18歳の消防士の父親の、ヤン・チェンガンさんは不満を爆発させた。

「私たちは4日間もここにいるが、今だ誰一人として、私たちのためになることを言ってくれる人間に会ってない」と彼は地元政府の本庁舎の外側で報道陣に語った。

17日に地元及び国家の当局者が、この問題に対処した。記者会見で85人の消防士が行方不明で、そのうちの72人は地元湾港局と契約していた、と述べた。天津で異例の緊急会見を行った李克強首相は「全ての消防士の犠牲は同等に表彰されるだろう」と香港のi-Cable news に述べた。

「私たちの英雄として、誰一人『この制度からの部外者』はいない」と首相は述べた。「彼らが消防士であろうと、軍隊所属でない消防士であろうと、そんなことに関わらず、私たちは彼らを同等に扱う」

役人たちが家族や住人への賠償をめぐっての怒りを鎮めるために動いている間に、中国メディアは爆発した化学物質倉庫の所有主ルイハイ・ロジスティックスと当局との癒着に関する報道を始めた。16日、金融経済専門誌の「財経網」は、ルイハイの株主リストに載っている人たちは真のオーナーの隠れ蓑であり、真のオーナーの中には、港湾局の前局長の息子だという業界筋の証言を紹介した。

こうした告発は今のところ確認されていないが、優遇や腐敗が爆発事故の原因となったのではないかという推測を肥大化させている。中国当局は本格的な捜査を約束し、どんな不正行為も罰せられるという証拠として、習近平国家主席が継続中の腐敗取り締まりを挙げた

しかし今までのところ、その処罰のほとんどは、爆発について「噂を広めたこと」を非難された新聞やソーシャルメディア・アカウントに向けられている。中国のインターネット規制当局は、「天津で略奪が発生した」「1000人以上死亡した」といった情報を流した50のウェブサイトを遮断、あるいは閉鎖させたと述べた。中国当局者は近年、こうしたネット上の噂に関して強硬路線を強めており、公式ルートを通しての取材を制限してきた。中国のソーシャルメディアを専門的に監視する組織は爆発の翌日、検閲による取り締まり件数が10倍に増加していることを報告した
