駐日ガーナ大使が「大使公邸」として東京・渋谷に借りている部屋で、客にバカラ賭博をさせる「闇カジノ」が営業されていたことがわかった。警視庁が3月19日、カジノ店の従業員10人を逮捕したと発表。朝日新聞デジタルが、ガーナ大使が事件に関与した可能性を報じている。

現職のガーナ大使(55)が借りていたビルの一室で客に賭博をさせていたとして、警視庁は、無職山野井裕之容疑者(35)=東京都板橋区宮本町=ら男女10人を賭博開帳図利の疑いで逮捕し、19日発表した。同庁は、外交特権のある大使が事件に関与した疑いがあるとみて、外務省を通じて任意聴取の要請をしている。

各国の大使館や大使公邸は、ウィーン条約で外交特権が認められており、家宅捜索することは不可能だが、警視庁は摘発に踏み切った。外務省にハフィントンポストが電話取材したところ「ガーナ政府から外務省に届け出が出ていないため、正式な大使公邸とは認められない。ウィーン条約には抵触しない」と話している。

闇カジノの従業員が「大使館だから警察に捕まらない」といって客を募っていた疑いがあると、MSN産経ニュースが報じている。

玄関に「駐日ガーナ大使」と実名で掲げられていたが、外務省に届け出ていなかった。山野井容疑者らは「大使館だから警察に捕まらない」といって客を募り、2億円以上を売り上げていたとみられる。

また、従業員らは「ガーナ大使も来ていた」と証言していることから、警視庁保安課では大使の任意聴取を求めているという。外交特権で逮捕は不可能だが、聴取に応じない場合は「好ましくない人物」(ペルソナ・ノン・グラータ)として、国外退去を要請する可能性がある。

2010年6月に公開された北野武監督の映画「アウトレイジ」で題材にされるなど、外交特権を悪用した「大使館カジノ」はしばしば問題になるが、摘発に結びつくケースは稀だ。同年5月には、駐日コートジボワール大使館の元外交官が、都心に借りたビルの一室を賭博店に貸して報酬を得ていたとして、賭博開帳図利幇助(ほうじょ)容疑で警視庁に逮捕された事件があった。
