オバマ米大統領は、中国の習近平国家主席とホワイトハウスで首脳会談を行い、サイバースパイ対策で「相互の理解」に達するとともに、両政府が経済スパイを行なわないことで一致したと明らかにした。
オバマ大統領は習主席と臨んだ共同会見で、米国へのサイバー脅威が高まっているとしてあらためて懸念を伝えたと指摘。「今後の方策について、米中両国が共通の理解を得た」と述べた。
具体的にはサイバー問題を協議する専門家グループを創設、サイバー犯罪対策を協議するハイレベル会合を年内までに開き、その後も年２回開催する。
オバマ大統領は習主席に対し、経済改革を断行するよう要請。また中国で事業を展開する米企業を差別しないよう求めた。
「企業が公平な環境で競い合い、対立を平和的に解決するとともに、すべての人々の人権が尊重された時、国家は一段と成功し、世界は前進を遂げることができる」とした。
これに対し習主席は、関係改善には、両国の相違点に「寛容」であるとともに「相互尊重」し、互いに歩み寄ることが必要と述べた。
地球温暖化ガス対策めぐっては、習主席が２０１７年に中国で全国規模で排出量取引制度を実施する方針を表明。炭素排出量に上限を設け、企業が排出量の売買を行なう仕組みとなる見通し。
両首脳は南シナ海問題をめぐっても協議。オバマ大統領は、アジア・太平洋地域の対立について「率直に」話し合ったとしたが、航海の自由などを主張するにとどまり、具体的な成果は得られなかった。［ワシントン ２５日 ロイター］
